ABOUT THE POSITION:
The City of Monterey is currently hiring for the position of Engineering Assistant I and/or II on a full-time basis within the Public Works Department. In this role, under the guidance of a registered engineer, the selected candidate will offer technical assistance by creating project design plans, specifications, and cost estimates. They may also take on the responsibilities of a project manager. Additionally, the Engineering Assistant I/II will oversee improvement projects throughout the planning, design, bidding, and construction stages, collaborating with surveyors, design consultants, utilities, permitting agencies, construction inspectors, maintenance crews, and other stakeholders who directly support project engineers.
This classification is part of a flexible series. At the discretion of the appointing authority, incumbents appointed at the Engineering Assistant I level may be promoted to an Engineering Assistant II after acquiring four (4) years of experience with the City of Monterey as an Engineering Assistant I OR after five (5) years of prior related experience and a minimum of one (1) year as a City of Monterey Engineering Assistant I.

Application Process
A limited number of applicants who clearly show that they most closely meet the needs of this position in terms of training, experience, education, and other job-related characteristics will be accepted to participate in the selection process. This process will include evaluation and initial screening of the standard on-line City application to determine which candidates progress to the next phase of the recruitment process. The subsequent selection process may include a written test/written exercise, performance exercise, panel interview, and a final departmental interview. As a condition of employment, the selected candidate may be required to successfully pass a physical exam including a drug screen, a Livescan fingerprint background check, and a reference check. Candidates who successfully complete all phases of this recruitment process will be placed on an eligibility list. The eligibility list is active for 12-months and may be used to fill additional positions including lower-level positions determined to have similar duties and requirements.

SUMMARY: Under the responsible charge of a licensed engineer, to perform sub professional level engineering office and fieldwork; and to do related work as required.
DISTINGUISHING CHARACTERISTICS:
Engineering Assistant I: This the journey-level in the City engineering series. Positions assigned to this class are expected to perform responsible and difficult types of engineering office and field work. All positions assigned to this class require the ability to work independently, exercising judgment and initiative. Engineering Assistant I may also be expected to assist in the supervision and training of technical staff.
Incumbents may progress from Engineering Assistant I to Engineering Assistant II after: a) Four (4) years of experience with the City of Monterey or b) Five (5) years of prior related experience the meet the qualification standards for an Engineering Assistant I, including one (1) year with the City of Monterey as an Engineering Assistant I. Recommendation for advancement is required by both the supervisor and department head.
Engineering Assistant II: This is the senior-level class in the City engineering series not requiring registration. Under general supervision, incumbents perform the full scope of intermediate to advanced assignments and are expected to direct them to completion, including planning, design, coordination, construction, plan review and inspection of public works. Incumbents may serve as lead for assigned technical project staff.

Examples of Duties

ESSENTIAL FUNCTIONS: Essential functions, as defined under the Americans with Disabilities Act, may include any of the following representative duties, knowledge, and skills. Factors such as regular attendance at the job are not routinely listed in job descriptions, but are an essential function. Essential duties and responsibilities may include, but are not limited to, the following:
The duties, knowledge and abilities of the Engineering Assistant I and Engineering Assistant II are the same except the work is generally done under supervision; as experience is gained, greater independence of action is increased and less detailed supervision is received until the incumbent is performing with the abilities and experience required of an Engineering Assistant II.

  • Participate in the preparation of plans and specifications for the construction of streets, wastewater collection, storm drains, potable water, recycled water systems, transportation systems and related public works projects.
  • Assist in conducting preliminary studies of engineering projects and help prepare plans for streets, storm drains, sewers, transportation and other public works projects.
  • Review development applications including tentative and final maps, improvement plans and applicable documents, and ensure conformance to city standards.
  • Coordinate review, approval, and construction of projects with staff, other departments, applicable outside agencies and citizens.
  • Collect engineering data, make calculations and perform drafting involved in the preparation of maps, drawings, profiles, easements, rights-of-way and related matters.
  • Tabulate field data.
  • Design routine engineering structures and prepare specifications, contracts and other documents.
  • Perform field observations in the absence of an inspector.
  • Prepare preliminary and final cost estimates.
  • Assist in training sub professional engineering personnel in drafting and engineering calculations.
  • Plan and conduct specialized engineering studies and write clear and concise reports with recommendations and conclusions.
  • Answer questions from the general public in person or by telephone regarding office activities and routine engineering matters.
  • Support the relationship between the City of Monterey and the general public by demonstrating courteous and cooperative behavior when interacting with citizens, visitors, military partners and City staff.
  • Respond to inquiries and complaints from citizens, developers, engineers, contractors, other city departments, utility agencies, and various other sources.
  • Ensure all work is compliant with federal, state, local and grant requirements.
  • Maintain confidentiality of work-related issues and City information.
  • Assist in staffing boards/commissions, including agenda preparation and written reports.
  • Make presentations to departments, commissions, committees, and boards as required or assigned.
  • Maintain records, maps, plans, and files; research and prepare clear and concise technical reports as assigned.
  • Learn to perform the full range of engineering tasks within the area of assignment.
  • Perform other job-related duties within the scope of this job classification as assigned.

Typical Qualifications

MINIMUM QUALIFICATIONS:
Engineering Assistant I:
Education: Completion of a Bachelor’s Degree from a college or university with major coursework in civil engineering or a closely related field, AND
Experience: Two (2) years of experience performing engineering-related duties such as drafting, project design, plan preparation, data collection and preparing cost estimates.
An equivalent combination of education and experience may be considered.
Engineering Assistant II:
Education: Completion of a Bachelor’s Degree from a college or university with major coursework in civil engineering or a closely related field, AND
Experience: Four (4) years of experience with the City of Monterey as an Engineering Assistant I.
Or:
Education: Completion of a Bachelor’s Degree from a college or university with major coursework in civil engineering or a closely related field, AND
Experience: Five (5) years of prior related experience that meet the qualification standards for an Engineering Assistant I, which shall include a minimum of one (1) year as a City of Monterey Engineering Assistant I.
An equivalent combination of education and experience may be considered.
LICENSE AND CERTIFICATION:

  • Must possess a valid California Driver’s License upon time of appointment and be insurable with the City’s standard insurance rate, unless otherwise approved by appointing authority.
  • Possession of a California Engineer-in-Training (EIT)certification is desirable, but not required.

Supplemental Info

KNOWLEDGE AND SKILLS:
Knowledge of:

  • Basic principles of physics, chemistry, and advanced mathematics as applied to engineering;
  • Basic principles and practices of engineering field and office work, including drafting and surveying practices, procedures, and equipment;
  • Principles of supervision as they relate to training, directing and reviewing the work of subordinates;
  • Modern development, current literature, and sources of information regarding engineering theory and practices;

  • Conducting exacting engineering research work and write technical reports;
  • Making precise survey measurements, and to make and interpret survey calculations;
  • Using and understanding the workings of common personal computer software;
  • Using and having knowledge of, computer-aided design programs;
  • Understanding and carrying out technical instructions;
  • Communicating effectively both verbally and in writing.
In addition to the above, the following duties are also performed in specific sections:
Public Works/Engineering Section:
  • Designs and prepares plans, specifications and estimates for various construction projects and activities such as streets, drainage structures, wastewater collection and pumping systems, and utility facilities and other public works projects.
  • Assists in the implementation of the sewer system master plan.
  • Performs sewer capacity, flow and fee calculations for proposed developments.
  • Performs various administrative projects, including city ordinance revisions and utility fee rate schedule reviews.
Public Works/Traffic Engineering Section:
  • Develops requests for proposals for area-wide traffic studies.
  • Administers contracts and agreements with traffic engineering consultants, vendors and field contractors.
  • Performs traffic engineering tasks such as trip destination studies, collision diagrams, speed surveys, time-space diagrams, parking usage studies, travel time and delay studies and other related assignments.
  • Collects data such as turning movement counts, bike and pedestrian counts.
  • Coordinates work with the City’s Traffic Signal Maintenance Services contractor.
  • Designs and prepares plans, specifications and estimates for various traffic projects such as parking lots, striping, signing, installation of radar speed feedback signs, installation of rectangular rapid flashing beacons, curb extensions and median improvements.
In addition to the above, the following are also required for the Engineering Assistant II in specific sections:
Public Works/Engineering Section:
  • Mastered the knowledge of and the ability to apply principles, practices and methods of current civil engineering as related to the planning, design, construction, and inspection of public works projects and facilities.
  • Perform complex construction contract administration, including military project agreements.
  • Maintain detailed project and accounting records, including field inspection and construction activity reports; recommend and make field engineering decisions.
  • Prepare detailed design documents, including project specifications, compliance with planning and environmental permits, technical reports, cost estimates and evaluate bid proposals.
  • Perform inspection and project oversight duties in the absence of Construction Project Manager.
  • Review complex project progress payment requests, including certified payroll submittals for conformance with federal and state laws.
  • Respond to and resolve contractor and citizen inquiries, contractor claims and contractor work deficiencies.
  • Direct force account work and coordinate with supervisors.
Public Works/Traffic Engineering Section:
  • Mastered the knowledge of and the ability to apply the principles, practices and methods of current traffic engineering as related to the planning, design, construction and inspection of transportation-related projects.
  • Perform complex grant and construction contract administration.
  • Participate in the development and implementation of new policies and procedures and suggest where improvements may be made.
  • Ensure compliance with California Vehicle Code, State and Federal regulations.
  • Respond to inquiries from Council, City Manager, citizens and grant agencies in the absence of City Traffic Engineer.
  • Performs Transportation Planning duties and coordinates with the Planning Department, Transportation Agency for Monterey County and other local agencies.
  • Review grant payment requests and maintain detailed/complex project accounting records/spreadsheets.
  • Respond to and resolve CalTrans inquiries and/or audit findings.
PHYSICAL DEMANDS AND WORKING ENVIRONMENT:
Physical Demands
  • Standing & Walking – Primarily sedentary classification although standing in work areas and walking in public works sites may be required.
  • Sitting - Ability to work in a seated position at a computer station for extended periods of time.
  • Lifting - Ability to safely lift up to 35 pounds; this requirement includes bending at knees to facilitate proper lifting techniques.
  • Climbing - Ability to ascend 10 ft. or more up ladder(s).
  • Manual Dexterity - Ability to perform multiple work activities requiring a significant level of physical and mental coordination, such as accurate field measuring, repair and calibration of instruments, operating a computer keyboard; copying, and adding machines.
  • Visual – Ability to read printed materials and view a computer screen for long periods.
  • Hearing and Speech - Ability to communicate in person, before groups, and over the telephone.
  • Mobility – Ability to work in a standard office setting and operate a motor vehicle to visit various meeting sites, reach, carry, push, pull, stoop, and bend.
  • Reflexes - Ability to quickly and automatically respond to emergency and safety situations.
  • Ability to function in confined spaces and/or hazardous environment.
  • Wear and operate in protective equipment as assigned, when working in hazardous or potentially hazardous conditions, including but not limited to head protection, eye protection, respiratory protection, hand protection, foot protection, knee protection, and full body protection.
Environmental Elements
Employees perform most work in an office environment with moderate noise levels, controlled temperature conditions and no direct exposure to hazardous physical substances. However, some outdoor work is required in the inspection of various public works sites with exposure to inclement weather, noise, dust, grease fumes, gases and potentially hazardous chemicals. May be required to respond to calls on evenings, weekends, and holidays. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.
DISASTER SERVICE WORKERS
All City of Monterey employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the City requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.

Education Incentive Program: If you have a college degree, you may qualify for 5% premium pay on base salary (for a Baccalaureate degree) or 7.5% premium pay (for a Master's degree) upon completion of probation if your classification does not require one.
Bilingual Pay: $100 per month stipend ($1,200 per year), for up to ten (10) GEM represented employees who meet the testing criteria for being bilingual in Spanish.
Bicycle Commuter Program: An employee who regularly commutes by bicycle between home and work may be reimbursed for some of their bicycle commuting expenses. With receipts, an employee can be reimbursed up to $20.00 for each "qualifying month" and up to $240 in a calendar year.
Tuition Reimbursement: $1,000 per fiscal year.

Deferred Compensation: City will match employee paid contributions to a maximum of $100.00 per month.

Retirement: CalPERS 2.7 % @ 55 with highest year formula is provided for current City of Monterey employees or new employees who were hired prior to January 1, 2013 and who are currently active or have been active within six months of the date of hire in the CalPERS retirement system. The employee retirement contribution for these employees is 11% and is deducted on a pre-tax basis.The retirement formula for new employees who do not meet the criteria stated above is 2% @ 62 with highest three year compensation. The employee retirement contribution for these employees is 7.75% and is deducted on a pre-tax basis. The City participates in the Medicare portion of Social Security.

Health Plan Spending Fund: A minimum of $914.82 per month up to $2,540 per month, dependent upon level of participation (cash-in-lieu of benefits is $300) may be used to purchase medical benefits for the employee and dependents through the PERS Health Plan Program, dependent dental, additional life insurance, dependent care, and/or health care expenses through a Section 125 Flexible Spending Account.

Dental: Fully paid employee premium by the City.

Vision: Fully paid premium for employee and eligible dependents.

Life Insurance: $20,000 policy paid by the City, with an option to purchase additional coverage up to $350,000.
Short Term / Long Term Disability Plan: The City provides a Short Term/Long Term Disability Plan.

Flexible Spending Account: The Section 125 Plan provides for an employee to set pre-tax dollars aside, through a payroll deduction, for reimbursement of health care and dependent care expenses.

Group Legal: Subject to provider limitations, the City will continue to provide a Group Legal Services Plan for employees represented by GEM through an employee-paid premium. Participation in the program shall be voluntary and consistent with the provider's requirements that the potential pool of participants must include a minimum of 200 employees
City Recreation Program Fees: Resident Rates for City Recreation classes and programs for employees and immediate family household members.
Voluntary Unpaid Leave: With advance approval, an employee may take up to forty (40) hours of unpaid leave per calendar year.

Fitness Pass: Fitness Pass Program available to use the City of Monterey Sports Center.
Fitness Activity Plan: Employees are eligible to participate in a Fitness Activity Plan where they work out off-duty in exchange for leave time accrued in a Fitness Leave bank. Each year, a maximum of 40 hours can be accrued (10 hours per quarter) with a maximum of 80 hours allowed in the bank. The Fitness Leave bank does not have cash value, and time accrued has no expiration date.
Employee Assistance Program: Fully paid confidential counseling and referral service for employee and eligible dependents.

Holidays: 14 paid days annually plus 1 floating holiday.

Sick Leave: 12 days per year.

Vacation: 1-5 years/10 days; 6-10 years/15 days; 11-15 years/ 17 days; 15 years/20 days; 20 years/23 days.
