City of Mankato is Hiring an Associate Director of Planning and Development Services Near Mankato, MN

Grade:  D1 FLSA Status: Exempt
 Safety Sensitive Position: No
 Supervisor Title:  Director of Community Development

 Minimum Qualifications of Education and Experience:
  • Bachelor’s degree in planning, urban studies, public administration, geography, economic development, construction management, or related field, and at least ten (10) years of relevant full-time work experience, five (5) years of personnel or major program supervision experience, a demonstrated ability in most aspects of planning and/or economic development, an ability to communicate ideas, explanations, and recommendations clearly, both verbally and in writing.
OR
Master’s degree in planning, urban studies, geography, or economic development, construction management, or related field; and at least five (5) years of relevant full-time work experience, and a demonstrated ability in most aspects of planning and/or economic development; with two (2) years of personnel or major program supervision experience.
  • Must possess a valid driver's license and be able to drive in the state of Minnesota.
OR
  • Any satisfactory equivalent combination of education, training, and experience that demonstrates the knowledge, skills, and abilities to perform the duties of the job proficiently may be substituted for the above requirements.
Nature of Work:
 
Under the general supervision of the Director of Community Development, the Associate Director for Planning and Development Services oversees planning and zoning activities and other activities associated with site development. The Associate Director also supervises the Building and Development Services Coordinator and Planning Coordinator and coordinates the development process for the City of Mankato.

Primary Essential Work Functions:
 
  • Supervises and coordinates work assignments and directs information and consultation activities relative to planning and zoning activities and supervises the Building and Development Services Coordinator and the Planning Coordinator and ensures the efficient and effective implementation and coordination of the city’s development processes.
  • Administers the functions of zoning, annexations, subdivisions, variances, coordination of development and redevelopment review processes, administers planning and zoning administration agreements with the townships, and similar land use requests for the city.
  • Works with applicants to complete development processes.
  • Prepares or supervises preparation of technical studies, designs, reports, comprehensive plans, parks and open space planning, orderly growth agreements, demographic analysis, and similar long-range and strategic planning activities for the City.
  • Directs and coordinates the administration, enforcement, and interpretation of the City zoning ordinances and serves as the Zoning Administrator; responds to land use complaints; and presents findings of fact regarding zoning ordinance violations to the City Attorney.
  • Makes formal presentations to a wide variety of groups and organizations.
  • Advises City officials, both elected and appointed; presents findings, and serves as staff liaison to the City Planning Commission and other community and citizen advisory groups.
  • Prepares ordinances and resolutions; and amendments to City zoning ordinances and subdivision regulations; and amendments to City land use plans.
  • Undertakes planning studies.
  • Receives applications for Planning Commission action, coordinates required notification and preparation of agenda. Conducts research and prepares detailed staff reports for the City Planning Commission and presents information verbally to the City Planning Commission and City Council as assigned.
  • Plans, coordinates, and oversees the planning activities of the planning division, including staffing and development of Neighborhood Associations.
  • Conducts site inspections to ensure compliance with approved plans and permits.
 Communicates With:
 
  • Internally – Department supervisors and department directors (Administrative Services, Public Safety, Human Resources, and Community Development), City Manager, Planning Commission and City Council
  •  Externally – Developers, contractors, architects, civil engineers, and other design professionals; general public
Supervision:
 
  • 3 direct reports/5 indirect
 Other Work Functions:
 
  • Reviews site plans.
  • Serves on a variety of committees and organizations as a representative of the division.
  • Trains subordinate personnel.
  • Performs physical and mental demands and work environment requirements for this position.
  • Attendance during regularly scheduled work hours and outside regular hours as necessary.
  • Effective and respectful communication and interactions with other employees, supervisors, individuals from other organizations, and community customers.
  • Performs other related work as assigned or apparent.
 Knowledge, Skills, and Abilities Required:
 
  • Knowledge of local government planning and economic development, local government processes and operations, and state land use enabling legislation.
  • Knowledge of legal descriptions of real property.
  • Knowledge and understanding of development processes.
  • Ability to establish and maintain effective working relationships with employees, partners, and the public.
  • Ability to conduct research and compile technical information for reports and studies.
  • Ability to implement projects and initiatives throughout various departments in a timely and effective manner.
  • Ability to establish and maintain effective working relationships with other departments, developers, and the general public.
  • Excellent ability to communicate effectively both verbally and in writing with the mayor, city council, city employees, and a variety of diverse individuals.
  • Ability to organize and prioritize daily work tasks while experiencing multiple interruptions. 
  • Ability to adapt to changes in tasks and responsibilities.
  • Ability to work independently as well as within a team.
  • Ability to multitask and respond appropriately to competing priorities and deadlines.

 General working hours are Monday through Friday, 8:00 a.m. to 4:30 p.m., and outside of regular hours as necessary.
