City of New Berlin is Hiring a Director of Public Works Near Berlin, WI

Responsible for the management and administration of the City’s public works operations, including streets, buildings and grounds (city parks). Responsibility includes formulating and directing policy development, program planning, fiscal management, administration and operational direction of the Streets and Building and Grounds Departments.ESSENTIAL DUTIES
 
  • Formulates and implements strategic objectives, policies, and directives. Develops strategies and policies to implement objectives.
 
  • Prepares and administers department budgets. Prepares short and long-term Capital Improvement Plans and short and long-term strategic plans.
 
  • Collaborates with and advises other city departments, consultants and the general public on projects relating to public works.
 
  • Serves as public works representative for various committees and at public hearings.
 
  • Works with Supervisors in preparing specifications for bids on equipment and projects.
 
  • Oversees division operations through collaboration with division supervisors.
 
  • Prepares and submits grant applications for federal and state funding.
 
  • Ensures all Federal, state and local rules and regulations are followed.
 
  • Administers programs that foster teamwork and cooperation across departments, divisions and employees.
 
  • Establishes, modifies and evaluates department organizational plans, including the development of department policies and procedures.
 
  • Serves as City’s ADA Title II Coordinator
  • Performs all other duties as assigned
KNOWLEDGE, SKILLS AND ABILITIES

  • Ability to plan, direct and integrate broad, comprehensive public works programs and activities to manager the operation and administration of the public works department including streets, buildings and grounds;
 
  • Knowledge of the practices of public administration, including budgeting, purchasing and the maintenance of public records;
 
  • Knowledge of federal and state laws and municipal ordinances governing public works operation and administration in order to ensure compliance to same;
 
  • Ability to present proposals and recommendations clearly and logically in public meetings;
 
  • Ability to communicate both verbally and in writing, including representing public works at council meetings and writing department policies and procedures;
 
  •  Knowledge of municipal engineering principles (including design, construction, operation and administration);
 
  • Knowledge of personnel and labor relations, hiring, evaluating and disciplining employees;
 
  • Ability to communicate effectively, courteously and tactfully with staff, city officials and the public;
 
  • Ability to present a positive image of the department and the city in all situations while dealing objectively with problems and concerns;
MINIMUM QUALIFICATIONS
 
  • Bachelor’s Degree in Business Administration or Civil Engineering;
  • Ten (10) years of progressively responsible experience preferably in the public sector;
  • At least five (5) years supervisory or managerial experience managing a minimum of 5 employees.
 
Equivalent combinations of training and experience may be considered.
 
PREFERRED QUALIFICATIONS

  • Master’s Degree in Public Administration or related field
PHYSICAL REQUIREMENTS

  • Task involves light work more than 50% of the time. Exerting up to 20 pounds of force occasionally and/or up to 10 pounds frequently, and/or a negligible amount of force constantly to climb, balance, stoop, kneel, crouch, reach, stand, walk, push, pull, lift, finger or grasp. Light work involves sitting most of the time but the use of arm and/or leg controls requires exertion of forces greater than that for sedentary work. 
 
  • Task involves medium work at least 20% of the time. Exerting up to 50 pounds of force occasionally, and/or up to 30 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects and climb, balance, stoop, kneel, crouch, reach, stand, walk, push, pull, lift, finger or grasp. 

ENVIRONMENTAL REQUIREMENTS
  • This position is substantially exposed to adverse environmental conditions both inside and outside including no effective protection from weather conditions at times; no protection from temperature changes at times and is subject to extreme cold temperatures for periods of more than one hour during the winter months.

SENSORY REQUIREMENTS

  • The task requires visual acuity to operate motor vehicles and/or heavy equipment.
  • The task requires oral communications ability.
  • The task requires sound perception.
