I
) Job Purpose
A) The Environmental Safety Specialist (ESS) will bring about the management and coordination of environmental and occupational safety aspects for the agency to assure a healthy environment of work and care.
B) The ESS provides technical management for the agency regarding incident reporting that would identify real or potential risks which may affect the safety and security of consumers, staff, and visitors.
C) The ESS will manage coordination of the agency activities, assessment, planning and grievance review with the Americans with Disabilities Act Title II regulations.
D) The ESS shall manage technological components of the department.
E) The ESS shall function as a leader with active member of the MHMR Incident Command structure when called on to stand up the Emergency Operations Center when the incident/disaster response is simple, complex, long term and or catastrophic.
II) Essential Functions
A) Management and coordination of occupational and environmental hazard identification and control.
i) Definition of Activity: Functioning as an active member of the Emergency Operations will manage designated planning, implementing, training, tracking and trending agency-wide incident reporting system.
Standard: Manages incident reporting to ensure the effectiveness of safety and hazard controls.
ii) Definition of Activity: Have a working knowledge of regulatory standards and requirements such as: ADA Title II, CMS, CARF, CCHBHC, Homeland Security Standards, and NFPA.
Standard: Manages coordination with agency programs to review codes, standards, and regulations as they apply to the agency.
iii) Definition of Activity: Be knowledgeable of investigative and root cause analysis.
Standard: Manages with review of critical or near-miss incidents when indicated or directed.
B) Coordinate ADA Title II compliance and environmental safety.
i) Definition of Activity: Coordinates and identifies compliance with Accessibility Standards as it relates to the environment of work.
Standard: Inspect, coordinate, and provide information about legal and compliance requirements affecting ADA standards and Operating Procedure AW-091 American with Disabilities Act Compliance and Grievance.
ii) Definition of Activity: Investigate grievance and coordinate process for any grievance filed from general population or individuals being served.
Standard: Utilize process established to obtain information, investigate, or assess situation, and coordinate with agency leadership to resolve as determined.
iii) Definition of Activity: Solve safety related problems.
Standard: Identify necessary improvements regarding occupational and environmental hazards such as slips, trips, falls, ergonomics and Life Safety Code compliance.
C) Support preparedness, communication and Emergency Management technological components and activities of the Department.
i) Definition of Activity: Interact with the Director of Emergency Management and agency leadership to coordinate activation of emergency communication and or mass notifications and or SRT response.
Standard: Functioning as an active key member of Emergency Operations to coordinate notifications, activation, deployment, demobilization, and debriefing messaging.
ii) Definition of Activity: Manage and maintain technological support systems such as MHMRready, the Info Depot Department webpage, PsySTART systems, Nixle, CCTV, Awareity and Google and Asset mapping.
Standard: Maintain a readiness with systems to be able to activate, pull reports, or monitor as required to support Department activities.
iii) Definition of Activity: Incident Command System standards shall be utilized in organizing agency operations during a complex and or critical event internally or externally.
Standard: Function as a Key Staff position likely to assume an incident command role during an incident requiring Emergency Operations activation internally or at a local, state, or federal Emergency Operations Center.
iv) Definition of Activity: Expected to Complete any job duties related to Department and MHMR mission as directed.
Standard: Complete tasks as directed.
D) Perform other job duties or responsibilities as requested or assigned. Performance standards are performed as applicable with MHMR's We CARE values "We Connect People in Our Community. We Provide Access to Services. We Link People to Resources. We Empower People."
III) Knowledge of Laws, Regulations, Policies/Procedures, Skills, and Abilities
A) ESS shall have a working knowledge of laws and guideline including National Incident Management System (NIMS) National Response Framework (NRF), Centers for Medicare and Medicaid Services (CMS), Commission on Accreditation of Rehabilitation Facilities (CARF), Certified Community Behavioral Health Centers (CCBHC), National Fire Protection Agency (NFPA), Centers for Disease Control (CDC), and Texas Administrative Coode (TAC).
B) ESS shall become familiar with agency policies and procedures within the first 6 months of employment.
C) ESS shall be skilled in leadership, effective critical communications, establishing and managing Incident Command operations.
D) Ability to provide information in a training or public speaking environment.
E) Ability to use technology-based systems such as: Nixle for mass notification, Business Continuity Planning, Incident Reporting, and Closed-Circuit Television (CCTV) review and recording.
F) Ability to utilize software or programing to support mapping, tracking, trending and reporting such as: Share Point, Visio, Excel and Google Mapping.
G) Special Courses, Certifications, and License:
(a) NIMS 100, 200, 300, 400, 700, 800 (300 and 400 may be completed within the first 6 months of employment).
(b) Certified Healthcare Safety Professional or equivalent may be completed within first two years of employment.
IV) Internal & External Customer Service
A) This position requires extensive coordination and collaboration with agency leaders and other programs. There may be external contacts with individuals, family members, significant others, service providers for grievance or safety assessments. The ESS will accomplish this with exceptional written and verbal skills.
B) This position may, when necessary, stand in for the Department Director managing Director level responsibilities.
V) Travel
A) This position requires significant local travel, up to 100%, daily as well as a potential travel outside of the county.
VI) Equipment Used
A) Equipment includes standard office equipment, laptop, telephone, cell phone. On occasion, 2-way radios may be required for response operations.

  1. Education: Bachelor's Degree
  2. Preferences: Social Work, Behavior Health, Human Services, Public Health, Emergency Management, Occupational Safety
  3. Substitutions: Education may be substituted by experience in emergency management or emergency services on a year-by-year basis.
  4. Years' Experience: Three years
  5. Defined Experience : Full-time previous work experience in environmental or occupational safety, emergency management, or emergency services field.
  6. License/Certifications :

VIII. Agency Requirements
  1. All staff are required to participate in agency Emergency Preparedness and Environmental Safety programs and will be assigned as key/essential staff level function during critical events or for the purpose of sustaining business continuity.
  2. This position may require temporary or permanent re-assignment to any MHMR Tarrant facility as determined by program needs and/or the Division/Director.
  3. Assigned work hours may change as the needs of the agency change.
  4. The Functional Title of this position may change as the needs of the agency change.
  5. All work will be completed within the scheduled work hours. No work is done off the clock.
  6. Prior approval from supervisor is required for all Paid Time Off (PTO) and Overtime.
  7. MHMR reserves the right to change, add to or eliminate positions as it deems appropriate.
  8. Employment is at will, as well as agency needs may change.
  9. Agency dress code is to be always followed.
  10. Regular and predictable work-site attendance, and punctuality is an essential function of this position.
