Position Summary 

The Manager of Procurement will have oversight of all procurement processes, requests and completions ensuring smooth and timely purchases that are fully compliant with all government laws and regulations (federal, state and county) as well as private funder requirements. They will develop supplier relations to best source products and services for SDWP in concert with the department Directors such as Client Services or IT. They will have immediate oversight of the Title I & private contract procurement projects and direct communication with state, county, private partners, and key stakeholders to ensure processes and outcomes are timely and in compliance. The Manager of Procurement will oversee the procurement and inventory control of all supportive services and, in consultation with the Director of Operations and Procurement, provide regular reporting to the appropriate leadership regarding errors, late documentation for supportive services requests and manager the Procurement mailbox. They will work closely with the Director to manage the life cycle of agreements and plan for all renewals and new procurement requirements for expiring agreements. The Manager of Procurement will work closely with Compliance and Finance departments to ensure processes and policies are accurate and complete. SDWP is a quasi-governmental and nonprofit organization focused on workforce development services in San Diego County. We serve job seekers and employers through career exploration, work readiness training, occupational training, job placement, subsidized wages, and employer engagement. SDWP serves as the designated Workforce Development Board (WDB) for both the County & the City of San Diego.

Essential Functions

  1. Leads, directs, and reviews the work of direct report(s) who exercise latitude and independence in their assignments.
  2. Maintains a focus on policy, strategy implementation, goals, and operational plans that has measurable impact on the achievement of overall requirements.
  3. Work with programs or projects of significantly higher complexity or of strategic importance to the organization.
  4. Manage vendor sourcing, contract negotiation, and lead complex projects involving large teams of stakeholders. Provide professional expertise and interaction with vendors, effectively channeling communications between internal clients and vendors.
  5. Collaborate with compliance, finance, IT, other subject matter experts, and key stakeholders in addressing requirements, and vetting contracts in protecting SDWP interests, while at the same time meeting client expectations.
  6. Ensures that SDWP remain compliant with all government laws and regulations and funder requirements.
  7. Meets with supervisors and department heads to understand the needs across the company.
  8. Manages and supports the supportive services procurement and inventory process.
  9. Updates and manages all procurement processes including but not limited to requests for proposals and contracts. 
  10. Working with the departments, reviews and supports contractor negotiations with vendors and suppliers.
  11. Comfortable with delegation and working independently. 
  12. Provides data analysis as requested to ensure procurement standards are being met.
  13. Manages supplier relationships as needed. 
  14. Expert ability to optimize and leverage interdepartmental relationships to enhance and move forward all procurement requirements to support internal customer needs and operate with excellence.
  15. Expert understanding of Procurements' relationship with other functional areas and the ability to collaborate with the teams and define the appropriate execution methods to meet objectives.
  16. Contributes to the development of goals and department planning efforts.
  17. Frequently responsible for providing guidance, coaching, mentoring, and training to other employees across the organization within area of expertise.
  18. Utilize strong business acumen, acute analytical skills, creative thinking, and innovation to solve complex contractual issues and opportunities and deliver successful vendor solutions to the organization.
  19. Consult with Director of Operations & Procurement & VP of Operations in vendor contracting/purchasing strategy, vendor relationship management, administration, and organizational policies/procedures for procurement.
  20. Communicate policy, processes, and best practices to clients.
  21. Perform other related duties as assigned.

Job Requirements 

  • Bachelor’s degree in business administration or related field. 
  • 3 to 5 years Procurement Manager experience.
  • Strong ability to communicate complex and complicated information in a clear and accessible way in writing, verbally and through presentations.
  • Experience working in a non-profit or government entity.
  • Advanced skills to facilitate, lead and manage all aspects of procurement and resolve problems within a cross functional team.
  • Strong research skills. 
  • Demonstrated ability to negotiate contracts.
  • Demonstrated knowledge of rules, regulations, and laws related to public agency contracts such as Title I, the Brown Act and Buy America.
  • Proficiency in an inventory and procurement management software. 
  • Ability to achieve high performance goals and meet deadlines in a fast-paced and ambiguous environment. 
  • Computer proficiency, particularly with the Microsoft Office suite, including Outlook, Word, Excel and PowerPoint.

Fundamental Requirements

  • Master’s degree in procurement management or related field. 
  • Title I procurement experience.
  • Comprehensive knowledge of Salesforce. 
  • Certificate in Lean Six Sigma.
  • Supplier/Program Risk Management experience.
  • Supplier Category Management experience.

In the spirit of pay transparency, we are excited to share the base salary range for this position. If you are hired at San Diego Workforce Partnership, your final base salary (within the pay range), will be determined based on factors such as education, knowledge, skills, and experience. In addition to those factors, we believe in the importance of pay equity and consider the internal equity of our current team members when determining any final offer. Please keep in mind that the range mentioned above is the full base salary range for the role. Hiring at the maximum of the range would not be typical in order to allow for future and continued salary growth. We also offer generous benefits and retirement plans.
