Position

The Dublin San Ramon Services District is recruiting for a regular, full-time Construction Inspector I/II in the Development & Construction Services Division of the Engineering and Technical Services Department.
Under direct or general supervision, performs a variety of routine duties related to field inspections of water, recycled water, and wastewater collection systems infrastructure construction projects; ensures compliance with District's standards and specifications; enforces safe work practices at construction sites; and performs other duties as required.
THE IDEAL CANDIDATE
The ideal candidate for the Construction Inspector I/II will have worked in the water or wastewater industry, specifically conducting underground inspections or a lead role in underground construction. The ideal candidate shall have knowledge of pipeline installation and trench safety. He or she will have the ability to work both independently and collaboratively with office technicians and engineers; firmly impose District requirements while providing excellent customer service; and adapt to changes in the field. The successful candidate will be a problem solver, creative thinker, and organized. A background in construction management is desirable.

SUPERVISION RECEIVED AND EXERCISED

Receives general supervision from the assigned supervisor. Exercises no direct supervision over staff.

The minimum qualifications described on class specifications represent the typical way to obtain the required knowledge, skills and abilities to perform the essential duties of the job. CONSTRUCTION INSPECTOR I
  • Equivalent to the completion of the twelfth (12th) grade.
  • Two (2) years of experience in engineering, construction, inspection or public works maintenance.
CONSTRUCTION INSPECTOR II
  • Equivalent to the completion of the twelfth (12th) grade.
  • Three (3) years of responsible construction inspection experience of water, recycled water, and wastewater facilities comparable to a Construction Inspector I.
Other Recruitment Standards

CERTIFICATIONS, LICENSES AND REGISTRATION
Possession of a Class C driver's license required by the State of California, Department of Motor Vehicles, to perform the duties of the position. Continued maintenance of said driver's license in compliance with established District vehicle operation standards, and the ability to be insured for the operation of a vehicle/District vehicle in accordance with the terms and conditions of the District's insurance program are conditions of continuing employment. The CSRMA driving standards are included herein by reference.
CONTRUCTION INSPECTOR I
  • Possession and maintenance of the American Water Works Association General Backflow Prevention Assembly Tester certification is desirable.
  • Possession and maintenance of a California State Water Resources Control Board (SWRCB) Water Treatment Grade T1 certificate is desirable.
  • Possession of a Cardiopulmonary Resuscitation and Emergency Cardiac Care Provider certificate and First Aid certificate is required within one (1) year of employment.
  • Possession and maintenance of a California State Water Resources Control Board (SWRCB) Water Distribution Grade D1 certificate within two test cycles upon appointment.
  • Possession of Competent Person Training certificate is required within one (1) year of employment.
  • Possession and maintenance of the American Water Works Association Cross-Connection Programs Specialist certification is desirable.
CONTRUCTION INSPECTOR II
  • Possession and maintenance of the American Water Works Association General Backflow Prevention Assembly Tester certification is desirable.

DISASTER SERVICE WORKER
All Dublin San Ramon Services District employees are, by State and Federal law, Disaster Service Workers. The roles and responsibilities for Disaster Service Workers are authorized by the California Emergency Services Act and are defined in the California Labor Code. In the event of a declaration of emergency, any employee of the District may be assigned to perform activities which promote the protection of public health and safety or the preservation of lives and property. Such assignments may require service at locations, times, and under conditions that are significantly different than the normal work assignments and may continue into the recovery phase of the emergency. If a "Local Emergency" is declared during the employee's shift, employees will be expected to remain at work to respond to the emergency needs of the community. If a "Local Emergency" is declared outside of the employee's shift, employees must make every effort to contact their direct supervisor or department head to obtain reporting instructions as Disaster Service Workers.
SELECTION PROCEDURE
The selection process may consist of an evaluation of the applicant's qualifications, appraisal board interview, written examination, practical exercise and/or internal department interviews, reference check and a review of prior performance evaluations. Upon completion of the selection process, an offer of employment may be conditionally based upon the successful completion of any employment verification, criminal background check and a pre-employment medical exam.

Appraisal Board Interview (virtual): Tentatively scheduled for the week of May 20th.
Hiring Interview and Practical (in-person): Tentatively scheduled for the week of May 27th.

Per the Public Employees' Pension Reform Act of 2012 (PEPRA), "classic members" currently employed in reciprocal public agencies are enrolled in a 2.7% at 55 CalPERS pension plan with a 10% employee contribution; "new members," either employees new to the public sector or whose date of separation from service was more than 6 months before the start date with the District, are enrolled in a 2% at 62 CalPERS pension plan with a required contribution of 50% of the "normal cost" which is 7.75% for fiscal year 2024.
