JOB SUMMARY
Work is performed under the supervision of the Public Works Director/City Engineer. This employee performs a variety of professional-level engineering activities including design, preparation and/or review of plans, specifications, studies and site plan applications. The Assistant City Engineer is responsible for preparing and submitting plans and permits for various Roadway, Stormwater and Public Works- related projects to local, state and federal agencies. Employee performs project management duties as assigned to implement projects from the Capital Improvement Projects (CIP) list, including on site coordination with contractors and coordination with field inspectors. Employee is also responsible for assisting in the activities of the City Engineer/Public Works Director in planning and performing technical engineering services for public infrastructure design, construction and maintenance, as well as providing supervision and oversight of Public Works employees. 
 
ESSENTIAL JOB FUNCTIONS
  • Assists Public Works Director/City Engineer in implementing specific city objectives for infrastructure construction and maintenance projects and managing work programs, project plans and specifications reviews. Provides support to all Public Works and Transportation engineering activities to ensure the safety and efficiency of the public transportation system. The responsibilities include engineering studies, master planning, analysis and design in the areas of transportation planning, traffic, transit, highway, structure and drainage. In addition, this position will implement any special projects and management as assigned by the Public Works Director.
  • Performs stormwater analysis, engineering calculations and engineering analysis of various projects.
  • Manages and coordinates roadway and stormwater utility-related in-house projects.
  • Assists with coordination of construction and maintenance activities performed by private contractors and other utilities within the public right-of-way including pay applications validation, basic project accounting and funding, change order review and processing requests for information.
  • Uses engineering principles to assist in the planning, permitting, design and layout of department projects and facilities.
  • Collects and compiles project information as necessary for the continued development of the Transportation, Roadway, and Stormwater Utility Department asset management database.
  • Prepares written reports and maintains accurate records for projects for the city’s National Pollution Discharge Elimination System (NPDES) MS4 permit.
  • Conducts traffic and stormwater plan review and field inspections to assure compliance.
  • Prepares written reports and maintains accurate records for the City’s Phase II MS4 permit.
  •  Actively participates in the Indian River Lagoon BMAP program in an effort to reduce nutrient loading.
  • Creates educational materials designed to educate a variety of audiences, such as Homeowners Associations, of the importance of proper stormwater management and pollution prevention.
  •  Assists the Community Services Department, typically Code Enforcement and Building Inspectors, with stormwater related issues.
  • Fills in for Director of Public Works / City Engineer, as required.
  • Implements, utilizes and manages information systems to track streets and stormwater maintenance schedules, costs, history, statistics, and work order tracking. Implements, utilizes and manages information systems in order to track routine maintenance schedules and budgets. Manages and monitors road inventory for sufficiency rating using information technology.
  • Oversees roadway related capital projects according to City policies and procedures as required for successful execution from initial concept through completion; e.g., highways, streets, signs/signals, sidewalk capital projects. Primarily uses the City Purchasing Manual, Contractors Competitive Negotiation Act, and Transportation Impact Fee Regulations as guidelines. 
  • Oversees planning, and scheduling of streets, signs/signals, sidewalks, and stormwater maintenance activities. Establishes an effective routine maintenance schedule for each cost center. Ensures contract deliverables are monitored for cost effectiveness and quality deliverables. Ensures a high degree of roadway safety and convenience. 
  • Prepares, implements, controls, and monitors Facilities, Grounds, Streets and Stormwater budget and performance objectives. Makes budget recommendations to Department Director.
  • Implements changes in operational procedures, staffing, physical layout, materials used, etc. to improve program productivity. Plans, manages, oversees, and reports cost controls. Reviews cost accounting reports to determine effectiveness and efficiency of operations.
  • Knowledge of roadway and stormwater construction best practices. Develops innovative solutions to complex problems. Assists in the preparation of construction and maintenance cost estimates, and related specifications.
  • Responsible to hire, train, counsel, and terminate employees. Required to emulate a working environment conducive to positive morale, individual style, quality, creativity, and teamwork.
  • Establishes and maintains cooperative working relationships with city officials and employees, the general public and representatives of other agencies toward the accomplishment of assigned projects. Deals tactfully and courteously with the public and maintains composure in difficult and/or stressful situations.
  • Responds to public issues and concerns.
  • Serves as an Emergency Operations Center primary in situations requiring the activation of the City’s Emergency Operations Plan.
  • Mission Essential Employees will be required to work during a declared or undeclared emergency. 
  • Performs other related job duties as assigned. 
 Knowledge, Skills and Abilities: 
  • Knowledge of the principles and practices of civil or environmental engineering as applied to the development, construction, operation and maintenance of public infrastructure and engineering projects.
  • Knowledge of Geographical Information Systems such as ArcGIS and ArcMap.
  • Skill in analytical engineering problem solving. 
  • Skill in the use of a variety of computer programs, including Microsoft Office, GIS or CAD and various other office equipment.
  • Ability to maintain effective oral and written communications with the Division Managers, other employees and general public.
  • Ability to operate a personal computer as a tool in analysis and design. Ability to understand and review traffic and stormwater modeling software reports is preferred.
QUALIFICATIONS
Education and Experience:
Bachelor’s degree in engineering is required, civil or environmental engineering degree is preferred with five plus (5 ) years of engineering design or construction experience in the general civil engineering field. An Engineer-In-Training (EIT) License in the State of Florida is preferred. Related engineering experience will be considered.
Special Qualifications:
Must possess and maintain a valid current Florida driver's license, or be able to acquire one within 45 days of hire.
PHYSICAL DEMANDS
The work is generally medium and may require exerting up to 50 pounds of force occasionally, and up to 30 pounds frequently to move objects. Additionally, the following physical abilities are required:
