BCFS Health and Human Services is Hiring a Research Data Specialist Near San Antonio, TX

Education: Bachelor's degree in a social service-related field such as social work, data analytics or public health.
Experience: If degree is social services, then at least three years'
experience in research, and/or data analysis, and quality assurance monitoring. If degree in data/research, public health or data analytics, then at least two years' experience in human services.
Supervises : None
Summary : The Data Manager/QA Specialist uses advanced analytical skills to gather and summarize data for reports, ensures data entered is accurate and complete, collects and analyzes programmatic data and provides analysis for internal and federal reporting. Responsible for ensuring quality assurance standards are met through monitoring and auditing of programming.

Essential Functions :
1. Ensures program fidelity through observation and review of service delivery.
2. In conjunction with leadership, develops and implements an ongoing process of training, monitoring and provides technical assistance to individual program staff as needed.
3. Coordinates with leadership, implementing QA plan, in reviewing programming, performance and fidelity to the chosen curricula.
4. Develops and monitors strategies to maintain fidelity to evidence-based practices with the chosen curricula. Monitors and remains up to date on evidenced based curriculum and tools. Implements all updates and completes further training as needed.
5. Performs internal audits of the Program Management Systems (record keeping, self-assessment, planning, fiscal integrity, human resources, communication, etc.)
6. Remains informed, educated and up to date on contract requirements ensuring that any contract changes are quickly incorporated within the program.
7. Support staff with administrative tasks, data entry (Assist inputting client data into computer database as needed), budget tracking, and reporting.
8. Maintains confidentiality in all areas of the service population and program operations.
9. Writes and develops procedures, creates templates and forms and guides for systems to maintain compliance with program performance standards.
10. Works effectively with program participants, evaluation teams and CSD leadership.
11. Manages individual approved spending and Submits receipts, expense reports and other required documentation for billing on time. Communicate effectively and professionally by phone or face-to face with agency staff, vendors, community members and regulatory and contract staff.
12. Other job duties as assigned.
Measurable Deliverables :
1. Creates, conducts, gathers data and analyzes an annual needs assessment and/or refinement of current needs assessment. Finalizes report of findings in comparison to previous data collected.
2. Coordinates and assists in conducting focus groups throughout the year.
3. Creates and issues surveys on an ongoing basis to collect data and receive client feedback on services provided. Analyze and report back on data collected through these surveys.
4. Works as a team to develop and finalize Work Steady Curriculum utilizing data collected, analyzing trends and determining needs of those served.
5. Monitors and runs monthly tests of the technology platform; reports any technical issues immediately to implement plan to correct any identified barriers or issues.
6. Responsible for tracking training hours of each personnel ensuring they are in contract compliance with training requirements.
7. Serves as a connection between BCFS HHS, UTSA research team and OFA (SIMR) evaluation team, (if selected).
8. Maintains a policy and procedures manual based upon contract requirements, individual program/grant policies and procedures and agency's internal policies and procedures, that will be updated as needed and reviewed annually.
9. Conducts monthly file reviews to ensure compliance with license and contract requirements.
10. Prepares monthly report for the program and for supervisory staff to ensure visibility of contract goals and deliverables.
11. Ensures that all staff are trained on program data collection and are inputting all required information into Efforts to Outcomes (ETO) by running monthly reports sent to leadership.
12. Performs monthly reviews on ETO data collection system and reports all issues and concerns to leadership.
13. Participates in community meetings as assigned with prior approval from supervisor and other management staff, as needed.
14. Conducts or participates in at least one regular meeting a month with program staff.
15. Complete all assignments by creating, implementing, and updating a timeline and setting deadlines while ensuring that assignments are professional in appearance.
Credentials, Skills and Abilities :
1. Ability to manage time and complete tasks by assigned deadlines.
2. Advanced proficiency utilizing personal computers, including Microsoft Word and Excel, understanding and use of web-based data systems; experience developing and managing spreadsheets; a working knowledge of computer data entry and retrieval.
3. Maintain BCFS HHS professional and ethical standards of conduct
outlined in BCFS policy and procedure manual.
4. Valid Texas Driver's license with a clear driving record and reliable
transportation.
5. Pass a pre-employment drug screen and random drug screens throughout employment and must pass criminal background check.
6. Strong verbal and written communication skills. Ability to take initiative and communicate needs to supervisor while providing insight and recommendations to improve programming.
7. Demonstrate the ability to:
a. Respond sensitively and competently to the service population's cultural and socio-economic characteristics.
b. Work collaboratively with other staff members, service providers and professionals.
c. Work in a fast-paced environment and maintain control and professional composure at all times.
d. Work effectively and without intensive supervision both independently and as a member of a multidisciplinary team.
