The Pasadena Fire Department Prevention Division is seeking to fill the Hazardous Materials Specialist position. The Hazardous Materials Specialist provides participating agency programs oversight and manages compliance inspections and enforcement work. In addition, the incumbent will also ensure compliance with federal, state, and local laws and regulations regarding the handling, use, storage, and disposal of regulated hazardous chemicals.

The ideal candidate has experience working in a hazardous materials program regulatory environment, is technology savvy and possess excellent verbal and written communication skills.
Essential Functions

The major responsibilities of this position are listed below. For more detailed information, please review the
  • Develops, establishes and implements the policies, procedures and guidelines related to the hazardous materials program.
  • Identifies facilities requiring disclosure of hazardous materials information.
  • Classifies and identifies chemicals to be included in inventories; reviews disclosure forms, business plans and maintenance of hazardous materials data on facilities within the City limits.
  • Provides statutory and regulatory oversight for all Unified Program elements, including federal regulations, state statutes and regulations, and any applicable local ordinances.
  • Oversees and conducts the inspection of business occupancies, ensuring that hazardous materials are properly stored and labeled.
  • Prepares reports regarding appropriate health, safety and fire violations; investigates complaints regarding the storage, handling and disposal of hazardous materials; issues violation notices and initiates prosecution proceedings as necessary.
  • Reviews inventory statements and business emergency plans for mitigation of accidents; issues permits and receives fees for businesses using hazardous materials.
  • Provides on-site technical advice to the Fire Department's Incident Commander in the mitigation, containment, and clean-up of hazardous chemicals during fires or spills.
  • Reviews hazardous materials use and storage plans for compliance with applicable codes and issues related permits. Monitors removal and installation of hazardous materials underground storage tanks; administers a routine inspection program; issues permits and collects fees; reviews closure reports.
  • Evaluates compliance alternatives for the storage, handling, and use of flammable or combustible liquids and gases and other hazardous materials, given field inspection reports and proposed compliance alternatives, so that the storage, handling and use is provided with a level of safety that is in accordance with the intent of applicable codes and standards.
  • Reviews permits for filming and other events relating to pyrotechnics and production effects; inspects sites and ensures compliance with laws and regulations.
  • Manages a hazardous materials data management system specifying the location, type, quantity, storage, use and disposal of hazardous materials in the City; oversees the maintenance of fee schedule and billing system.
  • Interprets federal, state and local laws, ordinances, rules and regulations for officials, agencies and the public; conducts inspections of City facilities and sites to ensure compliance with codes, regulations, and local reporting requirements.
  • Supervises and evaluates the work performance of subordinate personnel; provides training for department personnel and ensures that proper inspection procedures are implemented.
  • Participates in the administration and development of the program budget; develops revenue projections.

Qualification Guidelines

  • Bachelor's degree with a major in chemistry, physical or engineering science, hazardous materials management, industrial hygiene, environmental science or a related field as indicated in California Code of Regulations Title 27 Section 15260 OR Registration as an Environmental Health Specialist.
  • Two years of experience in hazardous materials management, environmental health inspections, industrial hygiene practices or similar hazardous materials programs.
  • A Master's degree in an appropriate field may be substituted for one year of the experience requirement.
  • Must have or obtain a Class C California driver's license and a satisfactory driving record.
  • Meet the qualifications specified in Section 15260 of Title 27, Division 1, Subdivison 4 of the California Code of Regulations.
  • Must possess and maintain the International Code Council California Underground Storage Tank Certification.
  • Must possess and maintain HazWOPER certificate within one (1) year of employment.
  • Completion of courses for Hazardous Materials Technician consistent with California Specialized Training Institute and/or NFPA requirements is desirable within three (3) years of employment.
  • Completion of courses for Hazardous Materials Specialist consistent with California Specialized Training Institute and/or NFPA requirements is desirable within three (3) years of employment.
SELECTION PROCESS The selection process may consist of any combination of training and experience evaluation, a department-level interview and possible online assessments.PROBATIONARY WORK TEST PERIOD = One year.

Effective January 1, 2013, new members to CalPERS or an agency with CALPERS' reciprocity or who have more than a six month break in service between employment in a CalPERS (or reciprocal) agency will be subject to the provisions of the Public Employees' Pension Reform Act of 2013 (PEPRA) and will receive the 2% @ 62 benefit formula.
Employees who are current members of CalPERS or an agency with CalPERS' reciprocity, or who have less than a six month break in service between employment in a CalPERS (or reciprocal) agency and employment with the City will be enrolled in the 2.5% @ 55 benefit formula.
All employees are required to pay the full employee contribution to CalPERS.
