Location: Niskayuna, New York
Title: Site Safety and Health Officer
Schedule (FT/PT): Regular Full Time
Travel Required: Yes (50-75%)
Clearance: Ability to Obtain

North Wind Site Services is focused on providing engineering, program management, environmental remediation services including investigation and characterization, environmental restoration, unexploded ordnance/military munitions response (MMRP), regulatory public involvement services, environmental compliance, logistics, and records and facility management.
POSITION PURPOSE:
This position is to serve as the Site Safety and Health Officer for our environmental remediation projects at the Knolls Atomic Power Laboratory in New York. This position offers a balance of office and field time, and a cooperative, safety-conscious working environment. The Site Safety and Health Officer is responsible for participating in the development of work packages and environmental safety and health plans and procedures, presenting daily safety briefings, and conducting safety oversight of work in the field.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
  • Oversee and manage the safety aspects of the project to ensure that work is performed per DOE and North Wind safety standards, programs, and procedures.
  • Continuously observe and evaluate the work sites for any hazards not previously identified or adequately controlled, initiate measures required to protect personnel, the public and the environment
  • Lead safety and pre-job briefings with workers in the field.
  • Maintain integrated safety management system and conduct of operations program for all tasks and phases of the project to ensure safety, quality, and compliance for all phases of the work.
  • Stop work and take immediate actions, as necessary, to remove personnel from hazardous areas if the safety or health of personnel, other site personnel, or third parties is jeopardized by work activities. Review and conduct appropriate follow-up on Incident Reports and notifications.
  • Provide hazard-specific training is provided for employees. Ensure compliance with emergency response plans (including evacuation alarms, accountability rosters, and assembly points).
  • Attend progress meetings held by the Client. Represent North Wind in incident investigations and/or critiques scheduled by the Client.
MINIMUM QUALIFICATIONS:
Education and Experience:
  • Bachelor's degree in occupational safety, science, engineering, or a related discipline
  • 10 years of full-time work experience in the field of safety and health
Skills and Abilities:
  • Working knowledge of Federal safety and health regulations, and applicable consensus standards (NFPA, NFPA70e, NEC) as they apply to the project
  • First Aid, CPR, AED training through American Red Cross or American Heart Association
  • Ability and experience to serve as a competent person for the following safety areas relevant to construction projects:
    • Excavation/trenching; Scaffolding; Fall Protection; Confined Space; Health Hazard Recognition, Evaluation/control of chemical, physical and biological agents; and Personal Protective Equipment (PPE) and Clothing required
  • Ability to work effectively with a wide variety of construction personnel, professionals, as well as corporate management and staff and outside business associates
  • Good organizational, follow-up and detail-oriented skills; must be able to manage multiple project tasks and deadlines
  • Must possess a working knowledge of Adobe Pro, Microsoft Excel, Outlook, PowerPoint, and Word.
  • Must be able to work independently with minimal direction.
  • Must have a good understanding of applicable construction laws for local, state, and federal regulatory requirements.
  • Ability to make decisions, solve problems and exercise good judgment; ability to work under pressure and prioritize workload
  • Must be able to think strategically and anticipate risk management and safety trends and issues
  • Good oral and written communication skills, including thorough knowledge of proper grammar, advanced vocabulary, spelling, editing and proofreading skills
  • Ability to quickly become familiar with new industry and regulatory information and apply such information to risk management and safety program
Special Requirements:
  • Certified Safety Professional (CSP)
PREFERRED QUALIFICATIONS:
  • Experience in the DOE complex with environmental remediation projects is a plus.
PHYSICAL DEMANDS:
  • While performing the duties of this job, the employee is frequently required to stand, walk, sit, squat, climb and talk or hear.
  • The employee is often required to use hands or fingers to handle or feel and reach with hands and arms.
  • The employee must be able to stand for long periods and walk across uneven terrain.
WORKING ENVIRONMENT:
  • The work is conducted both indoors and outdoors.
  • While performing the duties of this job, the employee will be exposed to outside weather conditions.
  • The noise level in the work environment is normally mild to moderate.
  • The employee will be exposed to moving mechanical equipment, machinery, and vehicles.
