About the City Distribution Division:

The San Francisco Public Utilities Commissions City Distribution Division (Water Department) is responsible for directing approximately 322 employees in the operation and maintenance of the water distribution system within the City and County of San Francisco. These activities include, but are not limited to: operating and maintaining 28 pump stations, 11 reservoirs, 13 storage tanks, 19 regulators as well as other ancillary appurtenances and equipment; installing, repairing and maintaining over one thousand miles of water distribution mains including service connections and meters; four water systems comprised of the Potable, Emergency Fire Water System (EFWS), Recycled and Groundwater; engineering and designing new main and feeder extensions; managing over 1,000 acres of city owned property and rights-of-ways; and responding to all two-alarm or greater fires to assist the Fire Department in maintaining adequate water volume and consistent pressure while fighting fires.

Under general direction, this position is responsible for planning, assigning, dispatching and supervising the activities of heavy equipment operators, truck drivers and work crews in the repair, maintenance and clean up needs of the City Distribution Division and performs related duties as required.

Requires responsibility for interpreting, enforcing and carrying out policies and procedures relative to the operation of construction equipment and construction, and maintenance and repair projects; making regular contacts with other departmental personnel, contractors and others in connection with construction, maintenance and equipment operation matters; advising on earth moving and similar construction projects using assigned heavy equipment; preparing and reviewing operating records and reports. Requires ability to plan, coordinate and supervise the work of road and grounds maintenance crews operating in scattered locations; maintain effective relationships with private contracting firms, other city departments and the public.

Essential Functions:

1. Plans, assigns, supervises and lays out the work of subordinate supervisors, heavy equipment operators and work crews and may personally supervise earth moving in road, path and other maintenance and repair operations.

2. Responds to maintenance, repair and clean-up needs of the department.

3. Makes estimates of aggregates and other materials and supplies necessary to maintenance and repair activities.

4. Assists in the preparation of and makes recommendations for annual budget requirements.

5. Acts in advisory capacity with respect to earth-moving or construction projects under the jurisdiction of the department.

6. Inspects proposed work and makes recommendations on the use of heavy equipment.

7. Acts as dispatcher for drivers and vehicles.

8. Maintains records of maintenance and repair activities, including projected work schedules, equipment maintenance and repair, materials and supplies consumed; keeps accurate inventory of equipment.

9. Recommends purchase of heavy construction equipment as well as rolling stock.

10. Confers with representatives of other units of the Department with respect to earth-moving, construction and other activities pertinent to the Maintenance Division.

11. Trains subordinate personnel including the facilitation of safety meetings.

12. Performs related duties as assigned.

Nature of the work:

This position is required to work on holidays and weekends to respond to emergencies and planned maintenance activities.

Minimum Qualifications:

1. Possession of a valid California A or Class B driver's license; AND EITHER

2. Four years of responsible experience in the operation of a variety of heavy road equipment; OR

3. Two (2) years of experience supervising the operation and/or maintenance of a variety of heavy road construction trucks and road maintenance equipment engaged in the construction and maintenance of a large underground utility system or similar system. (Automotive or mechanical maintenance of construction trucks and/or road maintenance equipment alone will not be qualifying.)

Safety Sensitive Position Requirements: The City and County of San Franciscos Substance Abuse Policy, in compliance with the Department of Transportation Omnibus Transportation Employer Testing Act of 1991 employing the Federal Motor Carrier Safety Administration (FMCSA) and Federal Transit Administration (FTA) regulations, requires drug and alcohol testing for employees in safety-sensitive positions. This Class 7208 Heavy Equipment Operations Supervisor position qualifies as safety-sensitive as defined by the FMCSA and FTA regulations. The selected applicants for safety-sensitive positions will be required to pass a Pre-Employment drug test prior to appointment and shall be subject to Random, Post-Accident, Reasonable Suspicion, Return-To-Duty, and Follow-Up testing during employment. Prior to appointment to an FMCSA safety-sensitive position, each applicant who has participated in a DOT drug and alcohol testing program within the immediately preceding three (3) years will be required to sign a consent form authorizing the City to contact his/her prior employers concerning his/her drug and alcohol test history.
