Duties
  • Inspect contractor's operations to ensure compliance with the specifications and engineering and construction practices and methods.
  • Investigate controversial situations that may lead to formal claims by the contractor.
  • Work directly with contractor's on-site supervision in determining acceptable construction methods and reject or disapprove the contractor's methods when it is known that the results will not meet specification requirements.
  • Submit progress and inspection reports and maintain records of work accomplished.

QualificationsIn order to qualify, you must meet the education and/or experience requirements described below. Your resume must clearly describe your relevant experience. If qualifying based on education, a copy of your unofficial transcripts must be provided with your application.
MINIMUM QUALIFICATIONS:
To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying:
GS-11:Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-10 grade level in the Federal service (obtained either in the private or public sectors) performing at least 3 of the 5 following:(1) Welding experience or experience inspecting production welding; (2) conducting inspections of water delivery and/or storage facilities including installation of the following: welded steel pipes, valves, fittings, gates, or other similar appurtenances; (3) conducting inspections of structural concrete including erection forms, rebar, vertical concrete placement, flatwork, etc.; (4) conducting inspections of critical earthen structures (i.e., bridge abutments, embankment dams, levees, pipeline backfill) requiring moisture and/or compaction control; and (5) performing construction or construction inspection requiring reading, interpreting contract drawings, and/or specifications for civil works project.

You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies".
You must meet all Eligibility and Qualification requirements, including any selective placement factors if applicable, by 06/14/2024.

There is no substitution of education for experience at the grade level(s) of this announcement.

This position is designated as a LOW RISK position. It requires a fully completed and favorably adjudicated SF85 Background Investigation (T1 or equivalent) that is current (within the last 5 years). This is a condition of employment.
Physical Demands: Work is mostly field work often at construction sites requiring strenuous physical effort such as stooping, lifting, bending, walking, climbing, and conducting inspections in a variety confined or limited spaces such as pipes, tunnels, shafts, etc.
Working Conditions: Field work involves moderate risks associated with a construction site; however, the work does involve high risks of exposure to potentially dangerous situations or unusual environmental stress requiring a range of safety and other precautions where condition cannot always be controlled. This includes shift work (depending on the contractors schedule), frequent inspection in enclosed spaces such as small to large diameter pipes and tunnels, working at great heights, working in extreme temperatures, etc. In such cases specialized training is provided. Up to 75 percent of the work is performed out of the office. A minor portion is performed in an office setting with adequate accommodations.
