Overview

Under direct supervision, performs Site Safety & Health Officer job functions as assigned by management. Typical job responsibilities assist and support management in ensuring that all Site Safety & Health Officer duties are conducted in a manner that is safe, cost effective and fully compliant with VNSFS procedures and all contractual, statutory, and regulatory requirements. The specific work assignment may include duties or activities that assist and support management in one or more of the following functional areas, in addition to other duties as assigned:

Responsibilities

Essential Functions:• Assist and represent the Safety and Health Manager in on-site training and the day-to-day onsite implementation and enforcement of the accepted APP/SSHP, Contamination Control Plan, and Radiation Protection Plan.• Be assigned to the site on a full-time basis for the duration of field activities. If operations are performed during more than one work shift per day, a SSHO must be present for each shift and when applicable, act as the radiation safety officer (RSO) as defined in paragraph 06.F.02 of EM 385-1-1 on radioactive waste cleanup projects.• Have authority to stop work if unacceptable health or safety conditions exist and take necessary action to re- establish and maintain safe working conditions.• Have authority to ensure site compliance with specified safety and occupational health (SOH) requirements, Federal, state and OSHA regulations and all aspects of the APP/SSHP,• Contamination Control Plan, and Radiation Protection Plan including, but not limited to, activity hazard analyses (AHA), air monitoring, use of PPE, decontamination, site control, standard operating procedures to minimize hazards, safe use of engineering controls, the emergency response plan, confined space entry procedures, spill containment program, and preparation of records by performing a daily SOH inspection and documenting results on the Daily Safety• Inspection Log in accordance with 29 CFR 1904.• In coordination with site management and the Safety and Health Manager, recommend corrective actions for identified deficiencies and oversee the corrective actions.• Consult with and coordinate any modifications to the plans with the Safety and Health Manager, the Site Superintendent, and the Contracting Officer.• Conduct daily safety inspection and document SOH findings into the Daily Safety Inspection Log. Track noted SOH deficiencies to ensure that they are corrected.• Conduct accident investigations and prepare accident reports.• Serve as a member of the quality control staff on matters relating to SOH.• Conduct project specific training.

Accountabilities:Some flexibility in hours is allowed, but the employee must be available during their “core” work hours. Overtime may be required as job demands.

Work Environment:This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.

Physical Demands:While performing the duties of this job, the employee is occasionally required to stand; walk; sit; use hands to finger, handle, or feel objects, tools or controls; reach with hands and arms; climb stairs; balance; stoop, kneel, crouch or crawl; talk or hear; taste or smell. The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by the job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.

Qualifications

Education & Certifications:• Completion of the 30-hour OSHA construction safety class or equivalent within the last five years and an average of at least 24 hours of formal safety training annually.• Specialized training to include, but not limited to, safety related exposure monitoring including the use of air monitoring instruments, air sampling methods, and interpretation of results (exposure assessment and reporting), PPE selection, application and limitations, and the development and implementation of respiratory protection programs.• Specific training in personal and respiratory protective equipment, confined space entry and in the proper use of air monitoring instruments and air sampling methods including monitoring for ionizing radiation. Documented experience in construction techniques and construction• safety procedures.• Meet 29 CFR 1910.120/29 CFR 1926.65 requirements for 40-hour initial and 8-hour supervisor training and, maintain 8-hour refresher training requirements. Additionally, for supervision of safety and health at projects involving intrusive activities, the SSHO must also meet the qualifications specified in section 01.A.17.b.• Certified as having completed first aid and cardiopulmonary resuscitation (CPR) training by a recognized organization such as the American Red Cross.• Working knowledge of Federal and state occupational safety and health regulations.

Experience & Requirements:• A minimum of seven (7) years of experience in the implementation of occupational safety and health/industrial hygiene programs with at least five (5) years of experience on Hazardous, Toxic, and Radioactive Waste site (HTRW) cleanup, facility demolition and deconstruction, or related projects with similar hazards• A minimum of two (2) years of management or supervisory experience.• Pre-Employment Physical (office or field work)• Drug Screen• The ability to obtain/maintain a security clearance.• Background Check• Any site training that is required.

Travel: 75%
