Since 1996, the Child and Adolescent Services Research Center (CASRC) has been contracted to provide the Data Management and Evaluation Systems / Performance Outcomes contract from County Mental Health. The focus of this contract encompasses four (4) areas: 1) managing and revising of a data management and evaluation service program for County Behavioral Health Services (BHS) for children; 2) overseeing outcomes and quality assurance efforts of BHS System of Care Programs and Mental Health Services Act (MHSA) Programs; 3) providing consultation services on program and client outcomes and other related research services and providing system-wide reports for BHS children's services; and 4) providing technical assistance at provider sites on data collection, data management, and data reporting.

As a part of MHSA, BHS is funding a number of other initiatives, including Prevention and Early Intervention (PEI) programs, which are intended to intervene before clinical mental health problems develop to prevent clients from entering the mental health system, or to provide assistance early in the onset of mental health problems to ameliorate issues and reduce the symptoms and functional impact of the mental health condition. CASRC will oversee the outcomes and quality assurance efforts for the PEI programs, and work with the PEI programs that target children to assist with the selection and collection of outcomes measures. Full Service Partnership (FSP) programs, which provide services to children who may have serious mental illnesses, are also funded by MHSA; CASRC oversees data entry and reporting for these programs as well.

The staff member will serve as Behavioral Health (BH) Research Data Analyst III for the Systems of Care Evaluation (SOCE) project in the Department of Psychiatry's Child and Adolescent Services Research Center, and will use skills as a seasoned, experienced research professional with a full understanding of in-depth statistical analyses and research software programming techniques.

With minimal supervision from the PI, the BH Research Data Analyst establishes, prioritizes, and monitors project timelines and tasks related to data collection and analyses for multiple difficult and complex research projects in response to County Behavioral Health Services Administration requests; communicates and collaborates with the BHS staff, leads database management and coordination of data from external sources, performs statistical analyses and analytic interpretation, collaborates on manuscript preparation and submission, and makes original contribution to collaborative publications and research design. BH Research Data Analyst leads data collection, analysis and reporting for community-based Prevention and Early Intervention (PEI) study sites, including data entry and extraction from the complex clinical Health Outcomes Measurement System (HOMS) Database and study measures; coordinating program-level and systemwide reporting for all PEI study sites; overseeing the execution of PEI projects, including fidelity assessment, data collection, and analyses for each PEI program; management, maintenance, analysis and reporting on Full Service Provider (FSP) data entered into the State-developed Data Collection and Reporting (DCR) database, as well as provision of DCR data entry support to FSP programs.

The BH Research Data Analyst uses advanced knowledge and skills of research methodology, epidemiology, psychology and public mental health services to make significant independent contributions to the development of population health-focused community service development; develop and execute research projects and develop original research ideas; interpret high-level statistical analyses; and write up results in reports and scientific publications/presentations. He or she independently acquires and applies additional skills and knowledge of professional concepts in both clinical and research data to complete complex projects. BH Research Data Analyst also plans and directs work of research assistants and interns on creation of reports and publications (including but not limited to: statistical analyses, managing project timelines, reviewing and providing feedback on written reports, accurately measuring assessment outcomes).

MINIMUM QUALIFICATIONS

• Seven years of related experience, education/training, OR a Bachelor's degree in related area plus three years of related experience/training.

• Thorough knowledge of research function.

• Thorough skills associated with statistical analysis and systems programming. Advanced training and experience with statistical software (e.g., R, SPSS).

• Demonstrated experience with Data Visualization software such as Power BI.

• Thorough skills in analysis and consultation.

• Skills to communicate complex information in a clear and concise manner both verbally and in writing. Excellent written, verbal, and interpersonal communication skills including flexibility in order to work effectively with staff, county administrators, colleagues, and consultants. Demonstrated expertise to translate scientific language into easily understood concepts for widespread dissemination via reports and oral presentations.

• Extensive experience with large databases such as CCBH/Millenium, DCR, and/or ETO.

• Skills in project management.

• Research skills at a level to evaluate alternate solutions and develop recommendations.

• Advanced theoretical knowledge of Psychology, Social Work or related field.

• Experience with web development packages such as Shiny.

• Subject matter expertise in public health practice principles, epidemiology concepts, research methods, quantitative and qualitative research and analysis methods, data management, and behavioral health services.

• Extensive and comprehensive theoretical and practical knowledge of publicly provided children's mental health services in San Diego County.

• Demonstrated extensive experience with behavioral health prevention/early intervention strategies, implementation, analysis, and reporting.

• Demonstrated experience in community health model evaluation, research and application.

• Demonstrated experience independently preparing written reports, which summarize research on publicly provided children's mental health services in San Diego County.

• Demonstrated ability to form working alliances and build rapport with other mental health and research professionals.

• Proven record of publications and presentations demonstrating commitment to the fields of psychology/psychiatry.

• Demonstrated extensive experience evaluating, choosing, and designing, quantitative outcome measures in large public service systems.

• Demonstrated ability to work independently; proven skills to independently plan and organize research studies, troubleshoot, and analyze data from large public service systems.

PREFERRED QUALIFICATIONS

• Advanced theoretical and practical knowledge of behavioral health services for children and families, as typically acquired by a Master's or Ph.D. degree in Psychology, Social Work or related field, or the equivalent in education and experience.

• Public Health degree in epidemiology.

SPECIAL CONDITIONS

• Annual TB test, flu vaccination and background check required to be in accordance with Rady Children's Hospital health requirements.
