Job Description

The Information Technology Division is actively seeking a Network Engineer.

This is professional work at lead worker level which involves advanced design, programming, and configuration of the City of Jacksonville's Enterprise network equipment. The work requires basic understanding and application of the theories, principles, and practices of many areas of network infrastructure as well as server and personal computer hardware and software applications usually gained through degree granting schools, or an equivalent level of practical knowledge gained through experience. Contacts with others require skills in understanding and/or influencing people and are important in providing services, including skills of persuasiveness, assertiveness, and sensitivity to others point of view that are required to influence behavior, change an opinion, or turn a situation around. The work is covered by substantially diversified procedures and specialized standards and because of the changing priorities, or different situations, incumbents have the latitude to consider which of the many procedures or standards should be followed and in what sequence. The work involves differing situations requiring use of judgment in search for solutions or new applications within ones' known experiences. The work is performed in an office environment and required field work at customer sites. After hours and on-call work is required. Operates standard office equipment to include personal computer. Operates motor vehicle. The physical demands consist mainly of sitting for extended periods of time. The work is performed under limited supervision where the work assignments are subject to established procedures, practices, precedents, methods, techniques, standards, and/or well defined polices. The worker plans and organizes the work, determines their own priorities, and the work is reviewed, usually after the fact, in terms of quality, volume, timeliness, and for adherence to established methods, standards, and polices.
Examples of Work

  • Partners closely with the Senior Network Engineer to assist with the design of infrastructure solutions to meet business requirements.
  • Serves as team lead on requests, issues, installations, implementations, and configurations.
  • Plans, schedules, assigns, monitors, and reviews work assigned to other team members as required.
  • Works as lead on major projects and works closely with senior staff on new projects.
  • Maintains proactive awareness of new technologies and trends within the field of networking and evaluate the appropriateness of this technology for COJ.
  • Researches, analyzes, tests, and compares new and existing technologies and equipment as required and make recommendations for improvements.
  • Performs advanced multi-site configuration, updates, monitoring, and troubleshooting of various LAN, WAN and MAN networks, network and VoIP equipment including routers, switches, access points, voice gateways, and handsets for new and existing sites.
  • Creates, documents, and updates the City of Jacksonville's Enterprise Network utilizing applications such as: Visio, AutoCAD, etc.
  • Serves as escalation point of contact for the Network and Voice teams.
  • Recognizes trends in incoming issue reports (tickets) to access appropriate triage level for resolution suggestions to develop.
  • Responsible for all aspects of Limited Energy cabling installation as needed.
  • Provides surveys, quotes, Informal Bid documents, Pulling Permit(s), documentation, etc., and installations and configuration as directed.
  • Provides Network tier 2/3 support to ITD groups and customers.
  • Resolves and documents daily Service Requests and Incidents.
  • Assists Network and Voice Team as needed.
  • Uses a network protocol analyzer efficiently (i.e. Observer, Wire Shark, etc.) to troubleshoot and gather network statistics.
  • Uses network monitoring tools efficiently (i.e. CiscoWorks, Solarwinds, ACS, and NCS).
  • Provides training as required.
  • Operates standard office equipment such as personal computer to include Microsoft Office products and other standard applications.
  • Demonstrates proficiency in the City of Jacksonville's competencies.
  • Performs related duties as required.
Knowledge, Skills and Abilities

  • Advanced knowledge of multi-site network technology, topology, and design.
  • Ability to design advanced secure multi-site data and voice networks utilizing standard routing protocols and QOS. (i.e. BGP, OSPF, EIGRP, etc.)
  • Ability to monitor, maintain and troubleshoot enterprise multi-site network and voice systems infrastructure connectivity and quality.
  • Ability to read, understand, and apply network/computer manuals and software instructions.
  • Ability to gain proficiency in new technologies and acquire certifications as required.
  • Ability to define, adopt, and follow repeatable processes for deployment and quality assurance.
  • Ability to provide training on updated processes, procedures, or related items including technical skills.
  • Ability to operate standard office equipment such as personal computer to include Microsoft Office products and other standard applications.
  • Ability to establish and maintain effective working relationships with others.
  • Ability to communicate effectively, verbally and in writing.
  • Ability to operate motor vehicle.
Open Requirements/Supplemental Information

OPEN REQUIREMENTS :
  • Eight (8) years of education and/or professional experience in information technology.
  • At least three (3) years of experience in network technologies and design is required.
  • Working knowledge of the Network Open Systems Model (OSI) and how it operates within the various network topologies and devices is required.
    • A CCNA (Cisco Certified Network Associate) Certification is preferred but not required.
OTHER REQUIREMENTS :
  • The probationary period for this classification is six months.
  • Depending upon assignment, may be required to obtain specialized certifications. Within 90 days of appointment date to classification, acquire and maintain the appropriate level of Criminal Justice Information Services (CJIS) certification which corresponds to the job responsibilities. The level will be determined by current CJIS guidelines and may change periodically. Certification is obtained by successfully completing web-based training courses which cover physical security, incident response, the protection of information and other IT specific security threats, vulnerabilities, and risks.
LICENSING/CERTIFICATION/REGISTRATION :
  • A valid driver's license is required prior to appointment and must be maintained during employment in this class.
