Duties

  • Monitors and investigates construction at all phases to identify major problems and take timely and correct action.
  • Makes thorough studies of contract drawings and specifications.
  • Ensures that all construction operations are performed in accordance with safety requirements and regulations.
  • Conducts preconstruction and post-award meetings to discuss technical provisions, principal construction features, specifications, and contractual procedural requirements.
  • Provide construction management control and surveillance of the work being performed by the contractor.
  • Operates a government motor vehicle such as a sedan, pickup, or carryall to visit construction sites.

  • You must be a U.S. Citizen or Naturalized U.S. Citizen.

  • You must possess or obtain and maintain, either upon or within 60 days of appointment, a Federal Acquisition Certification for Contracting Officer’s Representative (FAC-COR) Level I.
  • You must complete and submit the required U.S. Office of Government Ethics Confidential Financial Disclosure Report within 30 days upon entrance on duty and annually thereafter.
  • You may be required to travel, with overnight stay, up to 20% of the time.
  • You may be required to enter Mexico to carry out official agency business.

Qualifications must be met by 03/18/2024
Minimum Qualification Requirement - To qualify for this position, you must have: At least one year of specialized experience equivalent to the GG-11 level in the Federal service or equivalent pay bands (this experience could have been obtained in either the public or private sector), that equipped you with the knowledge, skills and abilities needed to perform successfully the duties of this position.
Examples of Specialized Experience: ensuring construction projects are performed in accordance with contract plans and specifications; resolving contracting issues with contractors, engineers, and staff;collecting, compiling, and furnishing data regarding costs, quantities, and the time involved on proposals; determining adequacy of and validity of contractor's data; reviewing engineering reports, design drawings, specifications, and cost estimates for proposed construction projects; making technical recommendations for modification; performing inspections necessary to ensure that construction by contract is performed in accordance with contract drawings and specifications; providing technical reviews and onsite observations of projects; analyzing construction plans and specifications to identify when to correct discrepancies and adjust materials and supplies based on availability; operating a government motor vehicle such as a sedan, pickup, or carryall to visit construction sites.
