The Grant Reporting & Cash Management position is located within the Bureau of Financial Management and reports to the Finance Director. This position will remain with the Department of Public Health after July 1. On average, the Department of Public Health will have approximately 200 federal grants. This position will supervise 2 positions.
The Grant Reporting & Cash Management (GRCM) Director will serve as the subject matter expert and key advisor for all matters that pertain to Grant Cost Accounting. This includes providing guidance, direction, and support to agency staff. It also includes working closely with appropriate Agency staff to continuously improve processes and streamline workflows.
This position will ensure all Federal Financial Reports (FFRs) are accurate and submitted timely. In order to ensure accuracy and timeliness, the position will monitor expenditures, verify time and effort documentation, and work with Agency staff to suggest corrections when needed.
The GRCM Director will maintain and report on a portfolio of grants.
The GRCM Director will provide oversight of all cash draws to ensure timeliness, accuracy, and compliance with all regulations, policies, guidelines, and procedures.
Minimum and Additional Requirements

A bachelor's degree in accounting, finance, business, or a related field and five years professional experience in a related area, such as accounting, auditing, finance, or banking; or an approved equivalency based on education and years of experience.
A minimum of two years supervising or reviewing the work of financial employees. Knowledge of GAAP, federal and state regulations, and familiarity of grant financial reporting.
Preferred Qualifications

Ability to multitask and meet deadlines. Ability to communicate effectively, both orally and in writing. Proficient in Excel. Ability to use (learn) SCEIS. Experience with 2 CFR 200 and federal cash management standards. Excellent understanding of relational databases.
Additional Comments

This position is part of the South Carolina Department of Environmental Control's Bureau of Finacial Management, Grant Reporting & Cash Management. The work performed supports DHEC's mission to improve the quality of life for all South Carolinians by protecting and promoting the health of the public and the environment. Effective July 1, 2024, this position will transfer to the South Carolina Department of Public Health created by Senate Bill 399 which provides for the creation of the Department of Public Health to assume the public health-related functions of DHEC.
