Essential Functions

1.Under direction from the Senior Water Resources Engineer, performs highly technical civil engineering duties of a professional nature:
•Performs and reviews engineering computations in support of projects involving such elements as flood control, drainage, water supply and demand, low flow augmentation, irrigation, stream bank protection, environmental restoration and recreation analysis.
•Computes such items as: channel discharges, river stages, watershed runoff, estimates of volumes and areas, estimates of cutes and fills and findings.
•Reviews and prepares construction plans, specifications and cost estimates.
•Completed work is analyzed for technical adequacy and presented to the Senior Water Resources Engineer for review.

2.Advises management regarding hydrologic, hydraulic, economic flood damage assessment, and structural analysis computer models:
•Develops the selected models and presents models and results to the Senior Water Resources Engineer for review.
•Travels throughout assigned area.

3.Makes field investigations:
•Collects data for assigned projects, including river stages, precipitation, high water information, previous computations, field site information, maps and other drawings.
•Travels throughout the state performing these duties.

4.Develops working relations with OWR employees, and other Departmental and non-Departmental contacts:
•Compiles with all Departmental safety rules, practices and policies and helps ensure safety compliance by other co-workers.

5.Participates in engineering and computer training programs which develop engineering and computer application expertise.

6.Develops and assists with the presentation of study and project results to the superiors and general public:
•Responds to public requests for information related to projects.

7.Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

1.Requires a bachelor’s degree in engineering from a college or university program accredited by the Accreditation Board for Engineering and Technology (ABET)
2.Requires three years of experience in civil or water resource engineering, or three years of experience in the Civil Engineer series.

Preferred Qualifications

1. Prefers Bachelors of Science degree in Civil Engineering, Environmental Engineering, Agricultural Engineering (Soil and Water Option) or Mechanical Engineering.
2. Prefers possession of a certification as an Engineer in Training.
3.Two (2) years work experience in water resource, structural construction or geotechnical engineering.

Office of Water Resources

The Office of Water Resources (OWR) is the lead state agency for water resources planning, navigation, floodplain management, the National Flood Insurance Program, water supply, drought, and interstate organizations on water resources. Interagency duties include the state water plan, drought response, flood emergency reports, and the comprehensive review of Illinois water use law. OWR is responsible for construction in the shore waters of Lake Michigan, construction, regulation, and operation of dams, construction in public bodies of water, and diversion of water from Lake Michigan, and withdrawal of water from three Federal lakes (Shelbyville, Carlyle, and Rend Lakes). The primary capital activity of the office is in urban flood damage duction. The office assists units of local government with urban flood damage reduction projects through planning, design, construction, and financial assistance. The urban program also features the acquisition of flood prone homes and businesses.
