Job Description:

Security Specialists provide security risk management guidance pertaining to the protection of advanced technology, make access eligibility determinations in accordance with Navy SAP Nomination Process, and review documentation required for classified information systems in accordance with the current regulations. They may also conduct site surveys and physical security accreditations, interpret current security policies, and implement organization security policies and procedures. OPSEC support encompasses a range of activities that are used by the Department of Defense (DoD) and implemented across NIWC Pacific, NAVWAR HQ, and supported PEOs, to identify, control, and protect unclassified sensitive and Controlled Unclassified Information (CUI) associated with U.S. national security related programs and activities. OPSEC support includes both subject matter expertise and oversight to implement and integrate the OPSEC Program across all activities supported under this SOW. OPSEC is a six-step analytical cycle consisting of identification of critical information, analyzing the threat, analyzing the vulnerabilities, assessing risks, developing and implementing countermeasures, and assessing effectiveness.

Tasks:

Pre-Publication review. The contractor shall assist the OPSEC Office in reviewing material (briefings, technical papers, articles, etc.) to ensure that OPSEC requirements are being met and that Critical information is not being released to the public. Reviews shall include research on the internet to determine if other or related materials on the same or related technologies have been released, analysis of multiple data sources, and recommendations for potential changes for submitted material to be released to the public. Additionally, close coordination with the Command(s) Public Affairs Office(s) is required.

Websites content review. The contractor shall assist the OPSEC Office in conducting random and periodic reviews of any Command(s) websites and social media for Critical Information or OPSEC concerns. Additionally, research may be required as directed by the OPSEC Manager regarding command personnel posts to the internet or social media.

Education and awareness, process improvement. The contractor shall assist the OPSEC Office with the development of OPSEC education and awareness products, including briefings, posters, internet/social media posts, or other materials. Development of products may include internet research regarding articles of use, interest for OPSEC purposes or integration into new OPSEC materials. Additionally, the contractor may be required to deliver OPSEC briefings and or place OPSEC materials at various command facilities and locations. The contractor shall provide recommendations for and assist with the development of command OPSEC process improvement efforts.

Qualifications:

Education: Bachelor’s level degree.

Minimum Experience Required: Applicants must have the experience, education, or training that demonstrates the ability to follow directions and to read, understand, and retain a variety of instructions, regulations, and procedures. Applicants must demonstrate the ability or have endorsements that indicate the ability to learn and perform the cited position's duties. Must demonstrate knowledge of security classification methods, concepts, eligibility for access to classified or sensitive information and the process for granting personnel security clearances/accesses, and knowledge of commonly applied security principles, concepts, and methodologies in carrying out information, personnel, and physical security programs related to the protection of SCI. Specialists should have knowledge of the methods of performing such duties as conducting inspections and investigations, collecting and analyzing information, etc., and skill in weighing the impact of variables such as critical personnel qualifications, variations in building construction characteristics, access and entry restrictions, equipment availability, and other issues that influence the course of actions taken in resolving security questions and issues.
