City of Waterville Maine is Hiring a Public Works Laborer Near Waterville, ME

The City of Waterville is accepting applications for an anticipated opening for a LABORER position in the Public Works Department. This is a semi-skilled, full-time entry level position. Work involves solid waste collection, equipment operation and other manual duties such as shoveling, digging, demolition and construction work.

High school diploma, valid State of Maine driver’s license (Class B – CDL preferred) and ability to perform work in all types of inclement weather required. Successful candidate must live within 30 road mile radius of the Public Works facility. Previous experience in construction and equipment operations preferred.

Starting pay is $18.44 per hour.

OVERVIEW OF POSITION

This is an unskilled / semi-skilled position involving the performance of labor tasks and light equipment operations required for the maintenance, repair and construction of streets, sidewalks, grounds, equipment, facilities, and other publicly owned property of the City of Waterville. Work is performed under the direct supervision of a team leader or the Highway Supervisor. Duty hours may vary depending on work site availability.

ESSENTIAL JOB FUNCTIONS

(The following are illustrative of the duties and responsibilities associated with this position and are not intended to be all-inclusive.)

  • Performs manual work such as shoveling, raking, hand sweeping, digging, etc., required to provide support for infrastructure maintenance, loading and unloading of vehicles, pavement patching, litter control, snow removal, storm water control, etc.
  • Operates a variety of hand held / operated power tools, such as: pavement saw; jack hammer; compressor and attachments; edge trimmer; lawn mower; compactor; etc.
  • Operates a variety of light vehicular equipment both on and off road such as: light trucks up to and including 1 1/2 tons with dump, broom, lift, sander (on the assigned plow route), and plow attachments; sidewalk tractors with attachments; tractor with bucket up to 1 1/2 yard or grass / brush cutting attachments; skid steer with attachments such as bucket, grapple hooks, blower, etc.; forklift up to and including 15K with tug and associated attachments; small riding vibrating roller; etc.
  • Guides flow of traffic through maintenance / construction zones using flags, paddles, hand signals, or 2-way radio complying with acceptable maintenance zone traffic safety standards. Sets up and removes a variety of portable signs, barricades and cones for traffic safety in accordance with established policies and procedures.
  • Assists operators with attaching and / or detaching accessories to, refueling, vehicle checks, greasing, and cleaning of trucks and other equipment.
  • Assists with demolition, carpentry and other facility maintenance tasks under the direct supervision of a team leader.
  • Operates wing during snow removal operations and assists operators with the safe operation of plowing equipment.
  • Prepares and submits written reports required for the maintenance of equipment operating records, work records, inventory records and safety incident / accident reporting.
  • Frequently serves on the refuse collection truck (packer) collecting and loading refuse.
  • Frequently serves on the recycling collection truck collecting, sorting and loading recyclables.
  • May assist the City Engineer with surveying by driving side hubs and stakes, serving as rod and chain person, recording field notes, etc.
  • May temporarily serve in the capacity as a Custodian.
  • May be detailed to a higher grade as an apprentice equipment operator when qualified by training and certification.

KNOWLEDGE, SKILLS AND ABILITIES

  • General knowledge of the proper care and use of power equipment and light vehicles.
  • General knowledge of hazards, and of applicable safety rules and regulations for personnel safety and equipment operations.
  • Ability to understand and follow oral and written instructions.
  • Ability to prepare understandable written reports as required for equipment operating records, work records, inventory records and accident reports.
  • Ability to establish and maintain effective working relationships with other employees, contractors, and the public.
  • Ability to do basic mathematical computations.
  • Good visual acuity for driving, and physical strength and agility to perform arduous tasks under adverse conditions.
  • Familiarity with the operation of computers helpful.

WORKING CONDITIONS - PHYSICAL REQUIREMENTS

  • Frequently requires overtime.
  • Frequently requires bending and stooping; work on uneven ground; lifting and carrying of objects up to 50lbs; use of both feet for repetitive movements such as operating foot controls; and use of hands for repetitive movements such as grasping of hand controls, handles, tools, etc.; exposure to moving equipment and machinery; marked changes in climate conditions; and exposure to dust, fumes and gases.
  • Occasionally requires squatting; crawling; climbing stairs / ladders; reaching above shoulder level; crouching; kneeling; balancing; and carrying and lifting of objects up to 100lbs.
