Pathfinder 2021 is Hiring a Program Operations Manager Near Washington, DC

The Program Operations Manager will report directly to the Management and Operations Director and will assist with the overall management and in operationalizing the technical vision of the Global Health SBC Activity.They will work closely with Activity staff to design, develop, and implement global office and field-based systems.The Program Operations Manager will also work with the technical, MEL, and finance teams in coordinating support to the field projects.

This position is contingent upon project award and funding.

Job Responsibilities:

· Collaborate with the Management and Operations Director in providing strategic direction to the project’s policies, procedures and systems to improve the support to core and field buy-ins.

· Review operational effectiveness/efficiency and cross-functional partnerships to leverage the deployment of internal and external talent to provide management solutions to address complex operating situations or operational bottlenecks.

· Work closely with the Project Director, technical teams and the Management and Operations Director in the overall development and implementation of annual work plans and budgets, with particular responsibility for work plans.

· Contribute to the development and maintenance of tools (such as tracking mechanisms and databases) to support project implementation.

· Collaborate with Pathfinder global office departments in procurement activities, including providing support for the preparation of the local subcontracts and sub-grants.

· Carry out other duties as delegated by the Management and Operations Director.

Minimum Education and Work Experience:

· Master’s degree in accounting, finance, commerce or a related field, with at least eight (8) years of experience working on operations of complex international development projects/programs;

· Has a solid working familiarity with US government financial, contractual, and administrative regulations, policies and practices, and reporting requirements.

· Excellent oral and written communication skills in English

Minimally Required Job-Specific Competencies:

· Extensive financial and administrative experience working with US, international and/or host country non-governmental organizations. Experience strengthening the organizational capacity of host country institutions is strongly preferred;

· Demonstrated experience (with progressively increasing responsibility) in managing financial and administrative systems and operations of development assistance programs;

· Has a solid working familiarity with US government financial, contractual, and administrative regulations, policies and practices, and reporting requirements;

· Passion for Sexual and Reproductive Health and Rights: Commitment to family planning, reproductive health services, gender, maternal, child health services, and eradication of harmful traditional practices

· Self-Management and Teamwork: Ability to work independently or as a member of the team, ability to be detailed-oriented, and ability to manage stress effectively in a fast-pace environment.

· Matrix Management: Ability to thrive in a matrix organization.

· Confidentiality: Ability to maintain confidentiality on work related matters

· Communication and Influencing Skills: Proven ability to influence others through diplomacy and proven oral and written communication skills.

· Travel required (25% or less)
