Trumbull County is Hiring a Planner I Near Warren, OH

Under the direction of the Director and Assistant Director, is primarily responsible for Income Verification, Prevailing Wage Coordination, Housing Rehabilitation Programs, Project Development & Implementation. Responsible for participating in comprehensive planning activities, grant writing, project management and developing recommendations for improvements throughout Trumbull County as Grant Project Aide for the Planning Commission.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other related duties may be assigned.

INCOME VERIFICATION

Provides income verification utilizing both the 1099 and part 5 income verification methods for the various programs administered at the Planning Commission to determine eligibility for Low-to-Moderate Income households based on grant guidelines.

PREVAILING WAGE COORDINATION:

Act as Prevailing Wage Coordinator for Trumbull County. Review requests for payments and certified payroll reports. Perform labor standards inspections, ensure compliance for state, and federally funded projects in accordance with Davis-Bacon Act of 1931.

Grant PROJECT AIDE

Aid in administration of the other CDBG Allocation Grant; CDBG Competitive Grants (i.e. Critical Infrastructure Grants, Neighborhood Revitalization Grants, Sanitary Lateral Assistance Program, etc..); Home Sewer Treatment System (HSTS), CDBG CHIP Program; and Trumbull County HUD HOME Program or grants as assigned in the future. Develops and implements project tracking systems to ensure the timely contracting and implementing of grant funded projects, including the scheduling/hosting of public meetings, preconstruction conferences and scope of work for proposed projects. Keeps abreast of all housing related programs funded by the CDBG Program, including the Housing RLF or other housing programs as needed. Income qualifying for LMI Projects. Visits to project sites will be required.

Comprehensive Plans:

Responsible for conducting research and compiling data including but not limited to conducting research and compiling data/historical information, housing information, attending work sessions and public meetings, and participation in development of maps for the various Comprehensive Plans and Studies undertaken by the Planning Commission.

Technical Assistance:

PLANNER I provides technical assistance to local public and elected officials, the general public, and for- and non-profit entities, and consults with regional, state and federal officials on matters related to ongoing duties including but not limited to the collection and dissemination of census data, written grant proposals, administration of construction projects and other requests in order to serve low-income or at-risk populations, recreational needs and/or historic and/or environmental preservation activities; Perform grants research utilizing local, state and national grant research resources in order to identify and update list of community, non-profit and/or corporate foundations; their mission and geographic scope; in order to match prospective grantees with the appropriate funding source. Assist prospective grantees with initial contact letters and/or letter of request to the various communities, non-profit and/or corporate foundations.

Education & Experience:

Bachelor’s Degree in planning or one of the physical or social sciences from an accredited college or university; and one to three years of experience and/or training; or equivalent combination of education and experience.

LANGUAGE SKILLS:

Ability to read, analyze, and interpret general business periodicals, professional journals,

technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.

MATHEMATICAL SKILLS:

Ability to work with mathematical concepts such as probability and statistical inference. Ability

to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.

REASONING ABILITY:

Ability to solve practical problems and deal with a variety of concrete variables in situations

where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

OTHER SKILLS and ABILITIES:

Ability to operate computer with spread sheet, word processing capabilities, GIS, Arcview, and AutoCAD.
