Indian River County Board of County Commissioners is Hiring a Director of Information Technology Near Vero Beach, FL

The Director of Information Technology is responsible for the County’s Information Systems (IS), Geographical Information Systems (GIS), and Telecommunications divisions to include network infrastructure, software, applications, and hardware necessary to ensure continuity of operations, maintenance of data, accessibility, and efficiency. The Director will facilitate collaboration between County departments focused on analyzing and improving systems and technology and implementing solutions. The Director will provide leadership, analysis, and strategic vision to advance the County’s IS, GIS, and telecommunications systems. This is an executive leadership position reporting to the County Administrator.

  • Establishes objectives and strategies for the Information Technology department to include Information Systems, Geographical Information Systems, and Telecommunications divisions to achieve business goals by fostering innovation, prioritizing IT initiatives, and coordinating the evaluation, deployment, and management of current and future IT systems across the County.

  • Develops and maintains an appropriate IT organization structure that supports the needs of the organization.

  • Manages and reduces the County cybersecurity risk. Ensures the County’s Cybersecurity Framework remains compliant with Florida laws and national standards and best practices (i.e., National Institute of Standards and Technology).

  • Identifies opportunities for the appropriate and cost-effective investment of financial resources in IT systems and resources, including staffing, sourcing, purchasing, and in-house development.

  • Develops business case justifications and cost/benefit analysis for IT spending and initiatives.

  • Assess and communicates risks associated with IT systems and ensures the County’s liability is minimized.

  • Develops, tracks, and controls the information technology annual operating and capital budgets.

  • Directs development and execution of an enterprise-wide disaster recovery and business continuity plan.

  • Monitors changes or advancements in technology to identify ways the County can maximize resources and improve efficiency.

  • Coordinates and facilitates consultation with stakeholders to define business and system requirements for new technology implementations.

  • Reviews hardware and software acquisition and maintenance contracts to ensure feasibility, cost-effectiveness, and sound business practices.

  • Develops and establishes department standards and procedures.

  • Approves and prioritizes projects as they relate to the selection, acquisition, development, and installation of major information systems.

  • Defines and communicates plans, policies, and standards for the organization for acquiring, implementing, and operating IT systems.

  • Ensures continuous delivery of IT services through oversight of service level agreements with end users and monitoring of IT systems performance.

  • Ensures IT system operations adhere to applicable laws and regulations.

  • Establishes lines of control for current and proposed information systems.

  • Stays current with trends and issues in the IT industry, including current technologies and prices. Confers with executives and management to provide advice relating to initiation and implementation of proposed applications, plans and forecasts future information technology requirements.

  • Fosters successful strategic relationships between internal IT resources and external entities, including government, vendors, and partner organizations.

  • Implements successful change management strategies.

  • Provides coaching and mentoring to managers.

  • Provides leadership for recruitment, development, and retention of a skilled, innovative, and highly trained IT staff.

Education and Experience:
Bachelor’s degree in Information Systems, Computer Science, or a related field and a minimum of ten years of professional experience in information technology with a minimum of four years experience in a senior leadership role to include direct personnel management overseeing information technology for an agency of similar size and complexity.
Licenses, Certifications or Registrations:
  •  Valid Florida driver’s license is required.
  • Certification as Government Chief Information Officer preferred.
  • Must have or be able to obtain within six months of hire certification in FEMA National Incident Management System (NIMS) courses 100B, 200B, 700A, and 800B.
Knowledge, Abilities, and Skills:
  • Extensive knowledge of information technology including cybersecurity and resilience, virtualization, network infrastructure, application hosting/management, fixed and mobile data and unified voice communication systems, data analytics, and web and mobile application development. 
  • Knowledge of theory, principles, practices, and techniques of public administration, including budgeting and financial planning, financial management, human resources, purchasing, risk management, operations management, and other general operational support services.
  • Ability to read, analyze, and interpret technical specifications, financials, and legal documents.
  • Considerable knowledge of office automation software applications.
  • Excellent organizational and leadership skills.
  • Ability to communicate technical information in a manner to be understood by people outside of the IT industry.
  • Ability to effectively drive process and technology change in a diverse and complex environment and to engage and support stakeholders.
  • Ability to analyze business processes and evaluate technology solutions that meet the organizational goals and objectives and comply with Federal, state, and local laws and regulations applicable to information technology.
  • Ability to prepare reports and make effective and persuasive presentations on complex topics in a manner that is easily understood.
  • Ability to take a teamwork approach, cooperate with others, offer to help others when needed, and consider larger organization and team goals.
  • Ability to remain calm in stressful situations.
  • Ability to prioritize projects, develop, and oversee implementation plans.
  • Ability to operate general office equipment.
