Job Details

Title: Project Manager 3 (IT Projects)
Location: Vancouver, WA
Duration: 12-month Contract (with possible extensions up to 5 years)
Pay Range: $70.97 - $ 74.19 per hour

The role of the Project Manager (IT) is to plan, initiate, and manage information technology (IT) projects. Will work with project teams and technical staff and serve as liaison between business and technical aspects of projects. This includes planning project stages and assessing business implications for each stage. Also monitors progress to validate that deadlines, standards & targets are met. The Project Manager (IT) is a position requiring demonstrated project management experience on technology projects using industry standard methods and tools for managing schedules, dependencies, resources, funding and developing technical specifications and project plans.

Position Responsibilities:

  • Provide project management and project development from beginning to end, making detailed plans to accomplish goals and directing the integration of technical activities.
  • Develop or update project plans for information technology projects including information such as project objectives, technologies, systems, information specifications, schedules, and estimated staffing requirements.
  • Define project scope, goals & deliverables that support business goals in collaboration with senior management and stakeholders.
  • Develop full-scale project plans & associated communications documents. Assist with facilitation of a project communication plan.
  • Develop and facilitate implementation plans that include analyses such as cost-benefit or return on investment (ROI).
  • Develop and facilitate work breakdown structure (WBS) of information technology projects.
  • May collaborate with manager and recommend selection of project personnel
  • Liaise with project stakeholders on an ongoing basis; effectively communicate project expectations to team members and stakeholders in a timely and clear fashion.
  • Coordinate duties, responsibilities, and spans of authority for project personnel.
  • Set and facilitate project expectations with team members and other stakeholders.
  • Identify and resolve issues and conflicts within the project team.
  • Identify and manage project dependencies and critical path.
  • Plan and schedule project timelines and milestones using appropriate tools; track project milestones and deliverables.
  • Develop and deliver progress reports, proposals, requirements documentation, and presentations.
  • Determine the frequency and content of status reports from the project team, analyze results, and troubleshoot problem areas. As required, prepare project status reports by collecting, analyzing, and summarizing information and trends.
  • Proactively manage changes in project scope, identify potential crises, and devise contingency plans.
  • Define project success criteria and disseminate them to involved parties throughout project life cycle.
  • Manage project execution to verify adherence to budget, schedule & scope.
  • Conduct project post mortems and create a recommendations report in order to identify successful and unsuccessful project elements.
  • Develop best practices and tools for project execution and management.
Position Requirements:
Education & Corresponding Experience
  • A Bachelor's degree in Business Administration, Computer Science, Information Technology, Management Technology, Engineering or a related technical discipline is preferred.
    • 10 years of experience is required with an applicable Bachelor's degree.
    • 14 years of direct work experience is required without a degree or a non-applicable Bachelor's degree.
  • Project experience requirements may not be met with Service Desk or Operations and Maintenance (O&M) experience.
  • Experience must include: project management of IT Software and network infrastructure related projects and applications; integration of projects using industry standard methods and tools for managing schedules, dependencies, resources, funding and developing technical specifications and project plans for medium-to large-sized projects .
  • Note: Level 3 is typically responsible for medium - to large -sized projects (25M and higher lifecycle cost). "Typically as it refers to project size is determined by an average of the worker's assigned projects and also includes the complexity, visibility, and sensitivity of the projects within the past year and is not based on a single project-funding amount.
Required Technical Skills & Experience
  • Advanced skills with MS Project to include fundamental operation, function, and workflow regarding timelines, dependencies, project expectations, milestones, and resources.
  • Demonstrated ability to manage IT Software, Network Infrastructure projects and/or Applications Integrations projects in accordance with industry project management principles.
  • Expert in supporting full lifecycle of projects through the IT Systems Development Lifecycle.
  • Expert at eliciting information from stakeholders, documenting and communicating, including via Project Plans, Functional & Technical Specifications, Schedules, Resource Plans, Budgets and Presentations.
  • Demonstrated experience with expert-level communication and customer service skills to advance assigned project(s) forward in a large agency environment with many stakeholders.
Preferred Skills & Experience
  • Experience delivering projects with Cyber security and/or compliance requirements (ex: NERC-CIP, FISMA and NIST).
  • IT project and program management experience within an Information Technology or Operational Technology environment
  • Experience with Agile and Waterfall methodologies.
