This position manages the Use Agreement work center, associated projects and programs; assists management in the effective execution of their responsibilities by furnishing analysis, recommendations and information; serves with the Operations Manager as a data security administrator for the Division, reviewing access to DMV systems through various programs such as Transit Drivers, Crash Web, Vehicle Registration, Driver License, Insurance, and individual bulk data requests; ensures that applicants comply with departmental, state, and federal laws and policies such as the Federal Driver's Privacy Protection Act (DPPA).
This position is responsible for program administration and supervision of all programs and program enhancements related to the receipt and dissemination of data contained within DMV records to external customers; plans, develops and executes audits of automated and manual systems for Use Agreement Services to ensure compliance with State and Federal statutes governing the release of information from DMV's records.
The incumbent assists upper management in the efficient and timely delivery of related services and provides consultation services to management and end users about compliance, operational efficiency, program effectiveness and electronic systems controls; assist with the design and implementation of an audit tracking/monitoring system for existing customers.
Position monitors DMV system accessibility and supervision of activities relating to auditing and resetting user access to DMV systems. Serves as staff development coordinator for Use Agreement Services staff. Coordinates the logistics (equipment, supplies, and automation changes, etc.) for the expansion, reduction or introduction of new initiatives or services throughout the Use Agreement work unit. Serves on boards and committees that deal with enhancements to the unit. Responds to correspondence for the Commissioner's office regarding data access. Provides supervision and program oversight of the Use Agreement Services staff. This position plans and develops statistical reports, and analyzes data used by numerous agencies.
Coordinates various technology related project implementation efforts. In addition, this position is the first line supervisor for technical staff responsible for day-to-day operations for the release of information.

Knowledge, Skills and Abilities / Competencies

Applicants must submit an application that clearly reflects work experience that demonstrates the following:

  • Thorough knowledge of compliance and audit principles, design and implementation of tracking and monitoring systems.
  • Experience with managing initiatives and process improvement, including identifying and analyzing potential problems and recommending a course of action.
  • Thorough knowledge of the principles of research and data analysis and familiarity with computer-based analysis tools, including MS Excel and MS Access;
  • Experience in managing and supervising the work of subordinate employees;
  • Demonstrated ability to establish & maintain effective working relationships with DMV leadership, industry professionals, law enforcement, and information technology professionals.
Management Prefers:
Records Management experience, including Public Records Law and the use of Function Schedules for State Agencies.

Bachelor’s degree from an appropriately accredited institution and three (3) years of experience related to the area of assignment, or an equivalent combination of training and experience.
