Working Title: Business Services Supervisor
Program: Business Services Team
Pay Range:$32.76-39.82/hour
Location: The Dalles- will travel between offices in Hood River, Wasco and Sherman County
FTE: 1.0 FTE (37.5 hours per Week)
FSLA Status: Exempt
Mid-Columbia Center for Living (MCCFL) is a Certified Community Behavioral Health Clinic (CCBHC) that specializes in providing services that are both trauma-informed and recovery-oriented to persons / consumers with mental illness and addictions. Trauma-informed care includes safety, choice, collaboration, trustworthiness and empowerment for both clients and staff. MCCFL serves Hood River, Wasco, and Sherman Counties and utilizes a consumer-involved, consumer-engaged and consumer-driven model. MCCFL provides a whole-person care approach to adults and children to address both physical and mental health needs. MCCFL offers a variety of programs including a mobile crisis unit, intensive case management, ongoing counseling, community support, supported employment, jail diversion, hospital discharges, hearings and more.
Classification General Statement:The Business Services Supervisor has primary responsibility for supervision of business services staff and for developing and maintaining effective processes for administrative support operations. This position also supervises medical records staff and processes. The Business Services Supervisor works with a high degree of independence to ensure that operations meet client and business needs, support clinicians, and are performed within applicable State and Federal law and regulations.
Position-Specific Essential Responsibilities of the Business Services Supervisor: The following list represents the essential responsibilities (functions) of the position. It does not, however, represent all of the duties the position may be asked to perform.
  • Plan, assign and schedule the work of department personnel; organize and prioritize workflow; provide orientation and training in office procedures and policies; provide backup office support as needed
  • Hire and supervise department staff; prepare performance evaluations; recommend and administer disciplinary actions; promote cooperative team efforts among staff and with other MCCFL departments and programs; motivate employees to provide quality service and to clinicians and clients
  • Responsible for overseeing medical records management to include opening and closing of files and required State reporting. Ensure that confidential client information is maintained and disseminated within HIPAA standards.
  • Research, recommend and implement technical and/or administrative revisions to office systems, procedures and policies; interpret laws, regulations, policies and department procedures to the public and other staff; audit internal controls and data for accuracy and compliance with policies
  • Serve as intermediary between professional/clinical and administrative staff in resolving conflicts and maintaining efficient office support procedures and systems
  • Coordinate the activities of vendors providing equipment maintenance and repair; recommend purchase of equipment and office furniture; approve purchase of office supplies to ensure an adequate inventory to meet Agency needs
  • Provides confidential administrative support to management; compile and review data and prepare documents and reports; maintain computerized data bases
  • Regular and reliable attendance, maintaining confidentiality, and professional communication are essential responsibilities of the position
Job Specifications of the Classification: Any combination of education and experience that demonstrates the ability to perform the position’s essential responsibilities is qualifying. This includes:
  • Associate degree in Business or a Certificate in Office Management AND
  • Two years of business office experience in a medical office or behavioral health clinic OR
  • Four years of business office experience in a medical office or behavioral health clinic
  • Two years of senior-level business office experience or supervision of staff preferred
  • Bilingual fluency in English/Spanish is preferred
  • Must pass all criminal history check requirements as required by ORS 181.536-181.537 and in accordance with OAR 407-007-0200 to 407-007-0370
  • Must possess a valid Oregon or Washington Driver’s license, maintain an acceptable driving record, and be insurable for travel between business offices and to meetings and/or trainings
Other Required Knowledge, Skills, and Abilities:Knowledge of: Knowledge of modern office practices, procedures, and techniques; principles and practices of medical records management, including HIPAA standards; principles and techniques to identify and meet department, staff, and client needs; electronic health record systems; business English and composition, spelling, punctuation, and grammar; basic math, bookkeeping, and record keeping techniques; operation and maintenance of office machines and equipment including personal computers and standard office software programs.
Skill in: Skill in the use of electronic health record systems; use of standard office software.
Ability to: Ability to understand and effectively apply the concepts and practices of a trauma-informed philosophy in performing the work; work within strong professional ethics and rules of confidentiality to provide effective services; implement techniques and concepts of modern office management in coordinating activities, office staff and workflow to support MCCFL clients, clinicians and business objectives; hire, supervise, train, and evaluate personnel; maintain a strong service orientation and effectively address competing interests; write and maintain timely and cogent notes, reports, and other professional documents; Organize and execute work effectively under the pressure of time-sensitive deadlines; work with grace and good humor under pressure and to meet multiple deadlines; work cooperatively with other departments within the Agency and with external providers, law enforcement, and other community stakeholders; communicate effectively, both orally and in writing, and within trauma-informed guidelines; establish and maintain harmonious work relationships with co-workers at all levels of the organization, as well as consultants, contractors, community partners, and consumers.
Leadership Received:This position works under the supervisory leadership of the Business Services Manager. The designated supervision emphasizes independence of method and process while indicating accountability for results.
Leadership Exercised:This position provides supervisory leadership to the classifications of Business Services Specialists I and II, Referral Coordinators, as well as Medical Records Technicians.
Physical Demands:While performing the essential duties of this position, the employee is regularly required to use office equipment including computer and phone system that requires fine manipulation, grasping, typing and reaching. The employee may be required to sit or stand for several hours at a time, depending on environment and need. This position may occasionally be required to lift up to twenty (20) pounds, and to kneel, reach, bend or squat while in the office or in the community.
Specific vision abilities required by this job include close vision, peripheral vision, and depth of perception, the ability to adjust focus, and distance vision (if driving). The employee should possess a valid driver's license for vehicle travel between business offices and to attend required meetings and/or trainings.
Work Environment:Work is typically performed in an office environment with moderate stimuli and may often result in exposure to increased sensory experiences. Universal Precautions and remaining alert to environment are critical to address the potential for violent client behavior, safety concerns, biohazards, noise, and contaminants.
