DUTIES AND RESPONSIBILITIES:

• Develop comprehensive multi-hazard and multifunctional emergency management plans in collaboration with Department, Executive Management.
• Maintains Emergency Management plans, policies, and procedures. And develop a system to receive and disseminate information for Emergency management planning purposes including comprehensive countywide multi-hazard and multifunctional emergency management plans and the amendment thereof every five years.
• In coordination with Executive Management, provides coordination of emergency response, monitors threat levels, and requests resources from the state and federal government and coordinates Emergency operations with relevant departments under the supervision of Executive Management.
• Serve as program and daily operations management of assigned Emergency Management projects uunder direction of Executive Management to assist in management and oversight of Emergency Management projects including daily operations.
• Provides Public education and information including development of a system to receive and disseminate information, coordinate and authorize the release of information, communicate with special needs populations, and electronic collection, compilation, reporting, receipt, and transmission of emergency information
• Provide emergency management training, to include the arrangement for and active support of training for emergency responders, volunteers, and support staff and training for persons responsible for emergency plan development and implementation.
• Collect, compile, report, receive, and transmit emergency information. The communications and warnings include disseminating warnings to the public, key officials, response personnel, and persons potentially affected by an emergency.
• Develop, implement, and report on grants to support emergency management in coordination with the Grants Office, including grant applications, damage assessments, and databases of required information.
• Attend emergency management training conferences and meetings as appropriate to assigned responsibilities.
• Coordinate with Finance on internal budgets and project allocations for emergency management.
• Consult with MNR on needed biological monitoring, assessment surveys, and / or restoration projects that affect tribal natural resources.
• Develop and maintain a positive working relationship with external representatives regarding emergency management on the Settlement.
• Continuing education the Director shall within five years complete the 10 required independent study courses (80 hours) and complete the Professional Development Series of courses prescribed by the Federal Emergency Management Agency (92 hours). Upon completion of the above, the Emergency Manager shall annually complete a minimum of 24 hours of state-approved emergency management training. These are the requirements Pursuant to IAC rule 605 7.4(4), the Director shall within five years of hire complete the 10 required independent study courses (80 hours) and complete the Professional Development Series of courses prescribed by the Federal Emergency Management Agency (92 hours). Upon completion of the above, the Director shall annually complete a minimum of 24 hours of state-approved emergency management training.
• Other duties as assigned

REQUIREMENTS:

• Bachelor's degree in related to the occupational field; and be a Certified Emergency Manager as awarded by the Iowa Emergency Management Association (IEMA) plus three years full-time professional experience in Emergency Management related work pertaining to the duties.
• Must reside within a thirty (30) minute response time radius of the Meskwaki Settlement, or establish residency within sixty (60) days upon hire.
• Possession of a valid driver's license
• Knowledge of disaster emergency management
• Knowledge of National Incident Management and Incident Command System.
• Knowledge of common emergency management software applications
• Knowledge of federal, state and local emergency management agencies
• Knowledge of federal disaster and Homeland Security grant regulations
• Knowledge of budgeting principles

• Skill in interpersonal relationships, oral and written communications

• Ability to prioritize and plan emergency management activities
• Ability to pass a criminal background check and pre-employment drug test
• Familiarity with Tribal Government, Meskwaki Culture and community resources

SUPERVISION:

• Supervised by the Executive Director
