Job Description:

CACI is seeking a Program Finance Manager to join our mission critical team located in Springfield, VA. This role requires on site work 4 days a week and must have experience supporting the Army and/or DOD.

What You’ll Get to Do:
As the selected candidate for this role, you will, in part, lead a team that will assist in monitoring and reporting performance against plans to ensure that contractual, cost, and schedule objectives are met.

More About the Role:

  • Reports, analyzes, and interprets financial and operating data. 

  • Conducts program plan studies.

  • Supervises junior financial analysts.

  • Participates in establishing and defining program plan requirements.

  • Coordinates interdepartmental development of program plans and interfaces with vendors and customers as required.

  • Coordinates, negotiates and resolves financial compliance issues with various governmental agencies to ensure accurate interpretation of contract requirements.

  • Interfaces with top management, responding to their requests for financial data.

  • Research program requirements.

  • Develop budget estimates for complex projects.

  • Monitors and reports performance against plans to ensure that contractual cost and schedule objectives are met. Prepares detailed narrative to justify budget estimate.

  • Manage budget execution.

  • Brief program/project budget estimates/projections, shortfalls, over-runs, funding types, etc.

  • Provides team leadership, establishes and defines program plan requirements for assigned work. Coordinates interdepartmental development of program plans and interfaces with vendors and customers as required.

  • Available to deploy to other countries and/or theaters to perform quick reaction technical support to US forces worldwide military contingency missions and requirements in potentially hazardous work environments.

  • Able to perform all duties to ensure timely, courteous and quality support to INSCOM or other customers/affiliates.

You’ll Bring These Qualifications:

  • Requires bachelor’s degree (in Finance, Accounting, Business Administration) or equivalent with a major or concentration in business, accounting, economics or mathematics and

  • Detailed knowledge of Government budget and 5 years of related technical program planning and implementation, contract interpretation, budget development and/or government project administration experience in fiscal management.

  • Must have experience supporting the Army customer.

  • Thorough knowledge of DAR/FAR and other applicable government regulations.

  • Experience must include integrated program analysis (e.g. horizontal integration), expertise in program specific requirements, budget preparation for complex projects and narrative justification, preparation and presentation and work with various types of Government funding with emphasis on DOD and/or Army.

  • Active TS/SCI clearance is required.

These Qualifications Would be Nice to Have:

  • Skills in Excel managing a daily Spend Plan, updating Estimates to Complete and working in a program office with multi-million dollar funding actions.
