City of South Sioux City is Hiring a Public Works Director Near South Sioux, NE

Summary

Highly responsible professional, administrative and technical work in planning, managing and overseeing the activities and operations of the assigned divisions within the Public Works Department, including Water Production, Water Utilities, Wastewater Treatment, Streets, and Sanitation. The Director will be responsible for organizing, directing, and coordinating the activities of the Street Department, Water Department, and Sewer Department. The Director will coordinate assigned activities with other City departments and outside agencies and provide highly responsible and complex administrative support to the City Administrator.

Essential Duties and Responsibilities

  • Confers with and advises subordinate level supervisors on problems relating to the design and construction/maintenance of public works; promotes and follows safe practices and enhances safety awareness.
  • Develop, direct and coordinate, through subordinate level supervisors, the Public Works Department’s work plan and goals; assign projects and programmatic areas of responsibility; review and evaluate work policies, procedures and priorities; meet with supervisory staff to identify and resolve problems within each assigned service area.
  • Participate in the development and administration of the Public Works Department budget; forecast funds needed for staffing, equipment, materials and supplies; approve expenditures and implement budgetary adjustments as appropriate and necessary; writes specifications and bid documents; coordinates bids and manages contracts.
  • Handles personnel problems; interviews prospective employees; advises supervisors on policy and procedures, disciplinary actions, and other personnel matters; reviews, approves/disapproves promotions, merit increases, and varied disciplinary actions.
  • Maintains regular contact with consulting engineers, construction project engineers, City, County, State and Federal agencies and officials, professional and technical groups and the general public regarding department activities and services.
  • Explain, justify and defend Public Works Department programs, policies and activities; negotiate and resolve sensitive and controversial issues; respond to and resolve difficult and sensitive citizen inquiries and complaints.
  • Represent the Public Works Department to other City departments, elected officials and outside agencies as necessary; coordinate Public Works Department activities with those of other departments and outside agencies and organizations.
  • Attend and participate in professional group meetings; stay current on new policies, legislation, trends and innovations in the fields of water, sewer, wastewater, solid waste, and streets.
  • Attends city council meetings to present budgets, activity reports, and plans for future activities.
  • Other duties as assigned.

Supervisory Responsibilities

Directly supervises employees in the Public Works Department. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing; training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints, resolving problems.

Education and/or Experience

Bachelor's degree from an accredited four-year college or university in civil engineering, construction technology, public administration or closely related field is required. A master’s degree from an accredited college or university in civil engineering, construction technology, public administration or closely related field is preferred. An equivalent combination of education and experience sufficient to successfully perform the job duties and responsibilities will also be considered.

Must have five years of increasingly responsible experience working in water, wastewater and street maintenance, including four years of supervisory and administrative responsibility.

Certificates, Licenses, Registrations

  • Possess valid Nebraska Driver’s license.
  • Grade I Waste Water Operator license or ability to obtain Grade I license within a mutually agreed upon time frame.
  • Grade IV Water Operator license or ability to obtain Grade IV license within a mutually agreed upon time frame.
  • Street Superintendent Class B license or ability to obtain Class B license within a mutually agreed upon time frame.

The employee must frequently lift and/or move up to 25 pounds and occasionally lift and/or move up to 50 pounds. Specific vision abilities required by this job include adequate close vision, distance vision, color vision, peripheral vision, night vision, depth perception and ability to adjust focus.

Work Environment

While performing the duties of this Job, the employee is frequently exposed to outside weather conditions. The employee is occasionally exposed to wet and/or humid conditions; moving mechanical parts; extreme cold; extreme heat and street traffic. The noise level in the work environment varies from quiet to machine noise and traffic noise level.

Residential Requirements

Must reside within the City of South Sioux City zoning limits within 6 months of hire for the duration of employment. May be extended by the City Administrator.

Must have and maintain a valid driver’s license for the duration of employment.
