Intermediate Accountant (Resource Advisor)

Salary: $3,418.00-$5,000.00 per month

Job Location: This position will be located at Missouri Air National Guard, 139th Civil Engineering Squadron,

705 Memorial Drive, St Joseph, MO.

What you’ll do:

  • Works under supervision of the Facility Manager.
  • Follows oral instructions, within the framework of established policies and procedures, referring only marked deviations from established policies and procedures, or problems of a difficult or unique nature to supervisor for advice and guidance.
  • Work normally requires the exercise of discretion and independent judgment in applying rules and procedures to work problems.
  • Review of work is through observation of quality, accuracy, and ability to meet time schedules.
  • Ensures in-house compliance with established practices relating to accounting and fiscal document preparation.
  • Deals directly with vendor concerns to correct erroneous or incomplete claims for payments.
  • Monitors and tracks the Military Cooperative Agreements (Appendix 21, 22 and 24 as required), the Sustainment Restoration and Modernization (SRM), Operations and Maintenance (O&M) budgets for federal and state programs and Military Design and Construction Program (MILCON).
  • Maintains the accounting/record keeping ledger by entering all purchase orders and O&M expenditures into each required accounting database.
  • Match invoices to purchase orders. Transmit invoices for Master Cooperative Agreements (MCA) to the Office of the Adjutant General, State Resource Office, for payment approval. Invoices must be turned over in a timely Cross checks payment with invoice amounts to ensure the correct amount was paid.
  • Related audit paperwork is kept on file in the Civil Engineering office.
  • Reconcile accounts monthly and verifies expenditure balances with State and Federal Accounting comptrollers.
  • Track cyclical, seasonal and regular spending patterns to provide historical data to future budget planning.
  • Develops, implements and maintains database, spreadsheets, reports and graphs that portray an annual and historical expenditure and consumption pattern for use in resource analysis.
  • Submits budget proposals for annual budget and financial plan, after formal review by Base Civil Engineer and Facility Manager.
  • Works closely with Base Accounting Office to ensure advance deposits are paid in a timely manner to ensure no payment delays occur on invoices or personnel.
  • Assists Federal Resource Advisor in requesting DD Form 406, Miscellaneous Obligation Record Document (MORD) information through the Defense Enterprise Accounting & Management System (DEAMS) for each MCA Program. Also issues modifications to the DD Form 406 document through DEAMS as funding changes occur. Separate DD Form 406's are also required for each section under Appendix 21. Manages the Miscellaneous Payment Process for each MCA Program.
  • Assists Federal Resource Advisor in approving AF Form 9 and 9L's in DEAMS for construction and design projects, purchase of equipment, etc. Assists Federal RA in issuing AF 4009 and approves in DEAMS for IMPAC Card funding.
  • Submits monthly expenditure report to Base Accounting office. This report is used to create a Journal Voucher to ensure expenditures are reported to Air Force and Air National Guard Readiness Center.
  • Confers with Facility Manager, Building Maintenance Supervisor, Production Control, and Supply Technician on materials requiring
  • Selects a vendor, using a State or Federal contract vendor when applicable.
  • Obtain bids as governed by the Division of Approval of bids is obtained from JFMO-Purchasing Department before a purchase order is issued.
  • Prepares purchase orders insuring proper State of Missouri and Department of Defense format and codes are used. Compiles and maintains a control log of state purchase orders for historical reference.
  • Manages the Integrated Engineering Management System (IEMS) database Enters all initial data at the beginning of each fiscal year. To include funding agreement information, federal codes, state codes, federal credit cards, beginning balances and funding increases. Reports problems with the program to the IEMS Helpdesk. Makes corrections to the program as instructed by the IEMS Implementation Team.
  • Enters all personnel in the system and bimonthly payroll information.
  • Coordinates with Real Property Manger to ensure accuracy of facility This data is used in combination with the utility bills to generate a Defense Utility Energy Report System (DUERS) report to the Air National Guard Readiness Center.
  • Manages accounting services and advises the base civil engineer and/facility Reviews all recurrent and automated data reports for errors and erroneous charges
  • Monitors levels of obligations for all the various accounts in Civil Engineering. Assures that all proper approvals and documentation are received before funds are Notifies Facility Manager of any account problems. Notifies account holders when balances are becoming low, or when other actions are required.
  • Assists the Base Civil Engineer or Deputy Base Civil Engineer in preparing the monthly Real Property/Military Construction program report for the National Guard Bureau, IMPAC statement, and other special funding reports as This includes providing breakout information per project.
  • Prepares the annual budget projections and requests. Tracks prior and current expenses to project future Prepares spreadsheets for annual budget review.
  • Maintains the Resource Advisor (RA) file.
  • Validates base accounting documents to verify that obligations are Communicates with Base Comptroller and Accounting personnel to correct errors. Is assigned as the RA for the Civil Engineering MCA Program and attends meetings as required.
  • Performs the functions necessary to operate the Integrated Engineering Management System (IEMS) so that accurate record keeping is maintained at all times. Inputs requisitions for recurring services and utility Approves initial requisitions in the absence of the Facility Manager.
  • Assigns budget information to approved requisitions. Inputs utility meter readings and costs.
  • Generates state purchase orders and enters receipt of services rendered.
  • Enters payments into ledger and modifies purchase order amounts.
  • Enters timesheet data in the SAM II HR data system for all state employees employed under Appendix 21, 22, and 24.
  • Tracks compensatory time earned by the Fire Department to ensure correct totals are earned.
  • Prepares AGMO Form 16 and forwards form and all timesheets to NGMO-SR for final approval.
  • Serves as the liaison between state employees and the Office of the Adjutant General.
  • Prepares all required paperwork to hire, terminate or change any state personnel issues.
  • Prepares and submits all required paperwork for Workmen's Compensation injuries.
  • Maintain bid record files for MCA program. Maintains correspondence and reference files relating to fund accounts.
  • Responsibilities may be added, deleted or changed at any time, within the parameters of the position description, at the discretion of management, formally or informally, either verbally or in writing.
  • Complies with all state and office standard operating procedures and performs other duties as assigned.

  • Incumbent must be thoroughly familiar with all aspects of accounting and have abilities in the following areas; must be able to operate small computer and software products, including spreadsheets, database, word processing and graphic Implement and maintain computer programs. Program Civil Engineer reports on personal computer. Considerable knowledge of calculating machine, copy and facsimile equipment. Knowledge of State of Missouri procurement rules and regulations. Knowledge and ability to work under the State of Missouri contract vendors and Socially Economically Disadvantaged program for procurement items.
  • Ability to obtain competitive bids under the state Local Purchase Authority Ability to write professional level correspondence and effectively communicate orally. Ability to maintain account files and analytical data for auditing and historical purposes. Ability to analyze financial records and reports and locate errors. Ability to prepare and submit budget proposals to Facility Manager for review. Ability to contract out Civil Engineering projects according to Federal and State Laws and guidelines. Understands and carries out oral and written directions which involve policy and procedural interpretation. Possess the abilities to follow directions and work in a team oriented environment.
