We are looking for an energetic and enthusiastic team member who will take pride in their work serving our community and fill the role of Property Manager.

SUMMARY
The Property Manager is responsible for the efficient and effective operation of assigned properties, including lease renewals, tenant delinquencies, and evictions. The Property Manager is responsible for ensuring compliance with applicable U.S. Department of Housing and Urban Development (HUD), Illinois Housing Development Authority (IDHA) regulations; state and local laws and regulations, and Community Home Partners (CHP) policies.

ESSENTIAL FUNCTIONS OF THE POSITION Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions. Responsibilities will include the following; however, other duties may be assigned.

1. Perform move-ins including calculating rent, preparing lease, and explaining lease requirements to tenant.

2. Coordinate resident transfers to other units and manages the move-out process from units.

3. Process resident account receivables; arranges rent payments, prepares rent change adjustment, prepare lease violation notices, and files eviction papers.

4. Communicate with central maintenance as required.

5. Act as representative for CHP in court proceedings, and informal and formal grievance proceedings.

6. Maintain resident files including records of employment, income, and family status.

7. Conduct annual, special, and interim recertifications of resident income, family status, and related categories.

8. Follow and manage, policies, and regulations of CHP as established by the Board of Commissioners or as set forth by HUD, IDHA, state and local laws and regulations.

9. Ability to learn and operate within local, state, and federal laws governing public and other subsidized housing programs including health and fire regulations, landlord/resident relationships, leasing of property, and evictions.

10. The ability to maintain Admission and Continued Occupancy and Resident Selection and Assignment Policies adopted by CHP.

11. The organization and programs of other community agencies and groups that can assist CHP and help provide for the health, welfare, and recreational needs of the residents.

12. Ensure that all residents are properly housed in accordance with occupancy policies.

13. Counsel residents and refer them to proper authority, local, state, or federal agencies for assistance.

14. Maintains occupancy records and prepares applicable reports for submission to appropriate staff member.

15. Establish and maintain effective working relationships with supervisors, associates, residents, representatives from neighborhoods, community leaders, and federal, state, and local officials.

16. Perform mathematical computations with speed and accuracy.

17. Sufficiently manipulate the appropriate resident software programs.

18. Communicate clearly and concisely, both verbally and in writing .

19. Courteously and tactfully interact with the general public and manage tenants in a calm and fair manner.

20. Proficiency in reading and writing the English language, including spelling and grammar.

21. Prepare clear and concise reports, manage basic bookkeeping procedures and complex clerical records.

22. Attend workshops, seminars, trainings, and other programs as required.

23. Read and comprehend housing publications and related materials.

24. Maintain confidentiality of all clients/residents.

SUPERVISORY RESPONSIBILITIES

EDUCATION AND/OR EXPERIENCE

Education, Training, and /or Experience:

· Graduation from an accredited college or university with a degree in Business Administration, Public Administration, Sociology, or related field;

· One to three years’ experience in public or assisted housing, office management, or public administration work;

· Previous experience with section 8, tax credit and vouchers a plus.

· Or a combination of education, training, and experience equivalent to the above;

· Computer and technology savvy with solid knowledge of Microsoft suite programs.

License and Special Requirements:

· Possession of a valid driver’s license.

· Ability to be covered under the CHP vehicle insurance policy.

· Ability to be covered under the CHP fidelity bond.
