Responsible for managing IT operations for the City including Network and System Support, Client Services, desktop support and telecommunications management and the City Cable Television Department. Ensure the streamlined operation for the IT department in alignment with the business objectives of the City. The IT Director will plan, coordinate, direct and design IT-related activities of the City. Provide ongoing analysis and planning of LAN/WAN, making decisions for changes, upgrades, and new projects to facilitate meeting the needs for the City.Responsible for managing IT operations for the City including Network and System Support, Client Services, desktop support and telecommunications management and the City Cable Television Department. The IT Director will plan, coordinate, direct and design IT-related activities of the City. Provide ongoing analysis and planning of LAN/WAN, making decisions for changes, upgrades, and new projects to facilitate meeting the needs for the City.
1. Directs, coordinates and reviews work for staff assigned within IT; assigns work activities and monitors workflow.
2. Plans, assigns, directs and exercises supervision over the preparation of the department budget, control over expenditures, establishes and enforces department policies, procedures, work performance and safety standards.
3. Works with consultants to ensure that the computer system platform provides sufficient computing resources to deliver the desired level of business performance.
4. Monitors and maintains network stability, collects and analyzes network and memory utilization, and installs and tests software upgrades. Manages computer operations scheduling, backup, storage, and retrieval functions.
5. Develop and implement plans to mitigate or remedy security issues and data where applicable or necessary to ensure safeguarding of the City’s technology assets.
6. Manages maintenance and minor repairs to computers, printers, network equipment as needed, and coordinates third-party maintenance for network hardware, software and telecommunications services. Prepares and maintains documentation of network configurations, cabling layout and computer wiring.
7. Ensures continuous operation support for the City’s telecommunication data transfer through telephone ,wired and wireless means.
8. Develops, maintains and tests disaster recovery plans for network. Maintains and updates policies and procedures for end users and implements Cybersecurity policies and/or programs to improve the City’s overall security posture; provides security awareness training to ensure that staff is aware of end-user cyber threats that may exist and understand related gaps in the cybersecurity posture that should be addressed.
9. Knowledge of pertinent Federal, State, and local laws, codes and regulations, vendor licensing compliance for Microsoft, VMWare etc.
10. Reviews evaluates and develops short- and long-term program goals and objectives; promptly administers tasks to effectively accomplish goals and objectives on time and within budget.
11. Actively participates as a member of the Manager’s leadership team. Works collaboratively within the municipal organization, continually improve City services and appropriately allocate organizational resources across City departments
12. Develop and maintain the strategy of the future direction of LAN/WAN. Maintain and provides recommendations for state-of-the-art technology in a constantly changing environment by researching tech journals and other resources.
13. Provide oversight and direction for the maintenance of the BSA Financial Management Suite server and various other hardware Maintain network hardware and software, including servers, peripherals, network nodes, terminals and wiring.
14. Develop configuration and performance standards for network; and implement and monitor controls to ensure they are maintained and systems patched and continually updated.
15. Assists and/or performs the duties of recruiting, hiring and managing department personnel.
16. Performs related work as required.
