POSITION SUMMARY: This position is responsible for ensuring that all construction within the county complies with applicable building codes and ordinances.
MAJOR DUTIES:
· Reviews construction plans and site maps.
· Reviews standard building electrical, plumbing, gas, fire prevention, and other codes to remain abreast of code changes.
· Reviews and approves applications for building permits; issues permits.
· Inspects new residential and commercial construction in the county, including inspecting building foundations, rough structures, and finished structures for safety and compliance with standard codes.
· Inspects electrical, mechanical, plumbing, and natural gas installations.
· Interprets and explains building and zoning ordinances, codes, and regulations to builders, contractors, and homeowners; resolves complaints.
· Verifies flood zones and ensures construction in the floodplain is compliant with the Jasper County Flood Damage Prevention Ordinance.
· Schedules building inspections and records results.
· Coordinates electrical inspections with the electric utility provider.
· Prepares reports and maintains inspection records.
· Responds to complaints of code violations; enforces building codes.
· Answers telephone and greets customers; provides information and assistance as requested.
· Attends training classes, seminars, and conferences to maintain required certifications.
· Performs other related duties as assigned.
KNOWLEDGE REQUIRED:
· Knowledge of the techniques and materials used in building inspection.
· Knowledge of the state laws, local ordinances, and construction and trade codes governing the building inspection.
· Knowledge of county and department policies and procedures.
· Knowledge of the zoning administration processes.
· Knowledge of records maintenance procedures.
· Knowledge of the geography of the county, including roads, streets, subdivisions and zoned areas.
· Skill in reading blueprints and other technical diagrams such as plats, site plans, soil erosion and sedimentation control plans, maps, and building plans.
· Skill in operating standard office equipment such as a computer and calculator.
· Skill in public and interpersonal relations.
· Skill in oral and written communication.
MINIMUM QUALIFICATIONS:
· Knowledge and level of competency commonly associated with the completion of a specialized training in the field of work, in addition to basic skills typically associated with an associates degree.
· Possession of or ability to readily obtain a valid driver's license issued by the employee’s State of residence for the type of vehicle or equipment operated.
· A high school diploma and a minimum of five years experience in the commercial and residential construction industry is required.
· International Code Council (ICC) Inspector Certification is required within a one year period from date of hire.
· Special consideration will be given to those candidates that possess a current ICC Inspectors Certification.
PHYSICAL DEMANDS:
While performing the duties of this job, the employee is regularly required to talk and hear. This position is very active and requires standing, walking, bending, kneeling, stooping and crouching. May be required to lift items over 20 pounds, climbs ladders. Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception and ability to adjust focus.
WORK ENVIRONMENT:
This job operates in a professional office environment and out in the field where you may be exposed to inclement weather conditions.
