This position is accountable for ensuring that the personnel assigned to the Retrieval
Project work in a safe and compliant manner in accordance with applicable Technical
Safety Requirements (TSR) and Environmental compliance. This position is accountable
for ensuring retrieval operations and construction/maintenance field work are conducted
in accordance with approved policies and procedures while implementing Integrated
Safety Management and Conduct of Operations.
The Technical Specialist has the authority to mobilize the resources necessary to repair
equipment and systems necessary for TSR and Environmental compliance.
2.0 Description Of Work-specificThe Technical Specialist is responsible for oversight and management of the activities
and functions to be carried out by Team Operations and Maintenance personnel, Field
Work Supervisors (FWSs), and their crews, and by retrieval construction forces. The
Technical Specialist is responsible for compliance with the TSR and environmental
requirements and proper Conduct of Operations, integrating a multi-disciplined team of
bargaining unit and exempt personnel.
Additional Scope That The Technical Specialist Would Provide IncludesMentoring and coaching to Operations Engineers, bargaining unit personnel, and
Team FWS
  • Coaching new Operations Engineers to help them develop proficiency in
retrieval operations
  • Mentor new OEs to help them gain the LOTO Administrator
qualification/proficiency
  • Train multiple crews to be ready to support Retrieval Operations including use
of the retrieval simulator located at CTF
  • Assist with ConOps and reviews of Retrieval Operations shift drills
Perform Duties Of Retrieval OE
  • For new or changed field operations, communicate with the Functional SMEs
including Nuclear Safety to request guidance. Particular attention should be given
to operational changes that do not require changes to procedures or other
documents.
  • Actively support programs designed to protect employees against workplace
hazards. Ensure safe working conditions and practices.
  • Manage the operation of retrieval project (including operations) compliance with
State and Federal waste regulations, Department of Energy (DOE) orders, Safety
Basis Requirements, And Company Policy And Procedures.
  • Ensure that project system/equipment configuration control is maintained through
the use of operating procedures, lock and tag, and the work management system.
  • Ensure assigned personnel are fully trained and that only qualified personnel are
assigned to perform job tasks.
  • Ensure caution tags are managed within the assigned area.
  • Ensure that personnel are physically and mentally capable of assuming
responsibilities.
  • Ensure technical procedures and other work-related documents are prepared and
used to provide appropriate work direction and to ensure work is performed safely
and efficiently.
  • Establish housekeeping standards in work areas of jurisdiction. Perform routine
inspections of all work areas.
  • Conduct assessments as scheduled. Identify deficiencies and contribute to root
cause analysis. Participate, as applicable, in corrective actions that address both
immediate and root cause of deficiencies.
  • Ensure worker radiation and chemical exposure is maintained as low as
reasonably achievable, and that overall benefits should be achieved by activity
causing the exposure.
  • Establish high standards for the performance of hazardous material and
radiological work; implement controls to minimize the spread of contamination,
reduce exposures, and improve overall radiological controls.
  • Performs periodic oversight and/or reviews of the Integrated Safety Management
System program to ensure its effectiveness and applicability.
  • Maintains awareness of project conditions and promptly notify management of
any unusual or unexpected circumstances.
  • Establishes prerequisites for work approval and communicates with
operations/maintenance planners to assure prerequisites are met.
  • Assigns personnel resources and equipment as required to meet daily priorities.
  • Controls changes made to daily work assignments.
  • Authors and/or approves, and if necessary, installs LOTOs to support field work
activities.
  • Reviews and approves work packages, lock, and tags to ensure package are ready
to work and closed in a timely manner.
  • Initiates/validates corrective maintenance work packages.
  • Ensures facility compliance inspections and surveillances are complete.
  • Interfaces with radiological control, maintenance, environmental, and other
support organizations.
  • Review procedure changes and new procedures. Ensure accuracy of procedures
by validation. Initiate changes to correct procedure issues and enforce procedure
compliance.
  • Ensure proper control of area keys.
  • Ensure that project system/equipment configuration control is maintained through
the use of operating procedures, lock and tag, and the work management system.
  • Ensure deficiency lists are maintained.
  • Notify the Shift Office of any events/conditions and environmental conditions that
require notifications.
Perform support activities for retrieval construction activities
  • Support development of statements of work (SOW) and field execution
schedules for retrieval construction related scope
  • Assist with integration of construction related scope and other tank farm
project work that may be on-going.
  • Mentor and coach construction managers to help develop proficiency
Provide West Area Retrieval Organization Technical Support
  • Develop operational requirements and development of a Release Authority
(RA) and Area Dayshift Manager (ADM) duties in accordance with the
Retrievals/Production Operations Memo of Understanding (MOU) and within
the applicable Work and Release Planning (WARP) Release Sheets
application and Shift Routines and Operating Practices Procedure TFC-OPSOPER-C-08.
  • Develop and draft TOC work control and release procedures for S Farm. 9 Skill set info b) Experience
15 years related experience
  • Current / Past Qualified Operations Engineer (OE) with
Retrieval Operations proficiency
  • Current / Past Qualified Radiological Worker
  • Current / Past Qualified Respiratory Worker
  • Current / Past Qualified WRPS Lock and Tag
Administrator
  • Knowledge of Conduct of Operations principals
" Experienced in WRPS work control
" Experience managing HAMTC personnel
" Experienced in SMARTPLANT
" Experience in EAM
" Experience with Retrieval Project Construction Scope (including
equipment removals/system installations/mockups)
TRAINING
HGET is mandatory for work on Hanford Site and facility-specific training may be
required.
Training required to be a Qualified OE and LOTO Administrator including.
  • HAZWOPPER 40 Hr.
  • Hanford Site LOTO for Controlling Org. (CO)
  • Criticality Safety
  • Beryllium Training
  • Unreviewed Safety Question USQ
Radiological Worker II training is required to support field activities associated with this
task.
Respiratory User training is required to support field activities associated with this task 10 Education A Degree is preferred; however, an equivalent combination of
education and/or experience will be considered. 11 Certifications (if required) 12 Documentation Required for submission 13 Work Hours 40 hours 15 Work authorization required US Citizen Only 16 Relocation is accepted Yes 17 Remote work No 18 Additional Notes if any Candidate must have related federal experience.
