Portage County Ohio is Hiring a Software Developer Near Ravenna, OH

Under the direct supervisionof the Management Information Systems (MIS) Coordinator, develops, documents, and maintains application software for the County Department of Job and Family Services. Assists with managing all agency computer and network systems. Installs, maintains, and troubleshoots county and state-owned hardware, software, and phones to ensure a productive computing environment for all County JFS staff.

ESSENTIAL JOB FUNCTIONS:

  • Creates, tests, debugs and documents application programs designed around the specific needs and requests of clients. Organizes and evaluates data and forms to insure accuracy and completeness.
  • Utilizing the System Development Life Cycle (SDLC), assists in the design, preparation, testing, implementation and training phases of projects as requested or assigned.
  • Provides accurate, quality analyses of new program applications. Consults with management to determine goals and objectives and talks with clients to determine their needs and clarify program objectives.
  • Develops specifications, identifies inputs and formats the output to meet user?s needs. Creates and customizes application programs designed around the specific requests of clients.
  • Prepares reports on solutions. Writes documentation to describe development, logic, coding and corrections. Creates instruction manuals and/or help screens describing installation and operating procedures.
  • Coordinates user testing and provides training on program applications. Creates networks of application users within or across the organization
  • Maintains programs and performs necessary upgrades. Accountable for handling client maintenance requests to update, repair, modify and/or expand existing applications. Applies knowledge effectively to research, troubleshoot and resolve production support issues. Maintains documentation as necessary for operational and security audits.
  • Keeps current in areas of responsibility by attending skill development conferences, seminars, or State-sponsored programs related to Federal, State laws, rules, and regulations.
  • Demonstrate regular and predictable attendance.
  • Operate a motor vehicle as needed to perform the essential functions.

NON-ESSENTIAL JOB FUNCTIONS:

  • May assist in training new employees.
  • Perform other related job functions as needed.
  • May organize or participate in child/elder workshops.
  • Make speeches to general public and social services agencies.

JOB REQUIREMENTS:

Systems

  • Ability to operate computers for data input and retrieval; proficiency in Microsoft Windows, Microsoft Office 365, Microsoft Power Apps, Microsoft Power Automate, Microsoft Power BI, SharePoint Online, SQL Databases ,Web application Tools, web browser (Microsoft Edge, Internet Explorer and Google Chrome), knowledge of CRIS-E, OIES, SACWIS, ODAPS, OWCMS, SETS, CFIS, MUNIS, MITS, BUY-IN, CCIDS, OCLQS, Time Force, and other systems as required by program area responsibility.

Equipment

  • Incumbent operates equipment such as, but not limited to, the following: personal computer, printer, calculator, multi-functional copier, fax machine, shredder, cell phone, camera, and children?s car seats.

DIFFICULTY OF WORK:

  • Work consists of varied, non-standardized tasks requiring the knowledge of established policies, rules, procedures, and laws.

RESPONSIBILITY:

  • Supervisor provides general guidance allowing for the planning of procedures and methods to attain objectives. Errors in work may cause inaccuracies in reports or records resulting in affecting the work of others and affecting the safety and protection of children and elderly.

PERSONAL WORK RELATIONSHIPS:

  • Incumbent has contacts with co-workers, other County employees, general public, law enforcement, court authorities, community agencies and schools. The purpose of these contacts is to coordinate departmental efforts and with other County departments and outside entities to help provide a safe environment and protective services for children and the elderly.

Physical Requirements

  • Incumbent performs active work that may require lifting to fifty (50) pounds occasionally. Ability to operate a motor vehicle.

  • Incumbent performs the following physical activities: walking, standing, kneeling, crawling, bending, twisting, reaching above shoulders, reaching below knees, talking, hearing, driving and repetitive motions.

Visual Activity

  • Incumbent performs work where the seeing job is close to the eyes and far away. Peripheral and depth perception are also necessary; Ability to drive at night.

  • Incumbent primarily works in an office environment with no exposure to adverse environmental conditions but frequently travels to locations with possible adverse environmental conditions.
