Duties
This Position Would Perform a Variety Of Routine And Frequently Complex Tasks Involving Techniques And Practices In The Assigned Area In Order To Support Field Projects And Program Planning Activities, Such As
  • Plans and aids in the design of surveys and conducts surveys of wildlife and their habitat for Field Office projects using established protocols, especially for Federally listed Threatened and Endangered Species; analyzing the data and reporting the findings; determine factors such as occupancy and fate of reproductive efforts of selected sites and identifies habitat types.
  • Plans, aids in design, and lays out Field Office projects and buffers for wildlife habitat improvement or protection. Reviews forestry, watershed, and fuels reduction project proposals for compatibility with wildlife needs and recommends to the Field Office Biologist project design features or modifications needed to protect or enhance wildlife and habitat quality.
  • May serve as co-lead for a 4-6 member seasonal survey crew, trains in data collection and the use of wildlife protocols, coordinates daily schedules and workloads, aids in the survey of threatened and endangered, and sensitive wildlife and habitat data in the field including for spotted owls, eagles, peregrine falcons, and others; identifies survey requirements and equipment needed in accordance with approved protocols; verifies accuracy of data collected in the field and compiles results; identifies problems and recommends solutions to lead biologists and Supervisor.
  • Uses and interprets aerial photos, LIDAR, transportation maps and topographic maps to determine habitat suitability and survey access.
  • Utilizes word processing, spreadsheets, Geographical Information System, and Global Position System to plan surveys, and collect, organize, and summarize data.
  • Compiles and organizes survey data in current files, enters and retrieves data from automated sources, prepares brief narratives, and summaries.
  • Implements safety protocols and safety briefings for field work.
  • Effectively communicates with Field Office staff to discuss issues discovered during the course of field surveys related to other disciplines such as ingress/egress, road conditions, etc.

QualificationsIn order to qualify, you must meet the education and/or experience requirements described below. Your resume must clearly describe your relevant experience. If qualifying based on education, and a copy of your unofficial transcripts must be provided with your application if using education to meet the minimum qualifications.
MINIMUM QUALIFICATIONS:
To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education described below:
Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-06 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) Conducting surveys of wildlife and their habitats using established protocols for Federally listed Threatened and Endangered Species, such as spotted owls, eagles, peregrine falcons, or others; (2) Evaluating data collected for accuracy to determine causes of variances and applicability of data to overall program or project goals; (3) Entering, retrieving and manipulating data to develop spreadsheets and reports to include reports with graphics and maps; (4) Reading maps utilizing Global Positioning Systems (GPS) to determine locations; and (5) Communicating orally and in writing to exchange factual/technical information.
OREducation: Successful completion of 1 full year (18 semester hours) of graduate level education leading to a Master's degree or a Master's degree in biology, chemistry, statistics, entomology, animal husbandry, botany, physics, agriculture, or mathematics.
ORCombination of Education/Experience: Have an equivalent combination of specialized experience and graduate level education described above. To calculate the percentage, first compute the amount of specialized experience as a percentage of the requirement listed above; then determine the amount of your education as a percentage of the requirement listed above; then add the two percentages. The total percentages must equal at least 100 percent to meet this requirement.
TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-6 is required to meet the time-in-grade requirements for the GS-7 level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted).

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies".Education
To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.
If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.
GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

  • Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program.
  • If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.
  • You may be required to obtain and maintain a valid state driver's license.
  • You may be required to travel overnight away from home up to 5 nights per month. You must obtain a government charge card for travel purposes.
Physical Demands: Work requires some physical exertion such as bending and walking in terrain that is rough, rocky, mountainous, and densely vegetated. You will be required to lift and carry equipment necessary to efficiently perform the work of the position, and to provide for personal comfort and safety. This can include tools, personal protective equipment, food and water for extended periods of work away from vehicles.
Working Conditions: Office work is performed in an adequately lighted, ventilated, cooled, and heated area. During fieldwork you will be subject to cuts and bruises, extreme and adverse weather conditions, and injuries and discomforts from pests and animals. Employee will adhere to all safety rules.
Telework: The Bureau of Land Management has determined that the duties of this position are suitable for telework only during an emergency or natural disaster.
