U.S. Department of the Treasury is Hiring a Program Manager (Division Director) Near Parkersburg, WV

Duties
As a Program Manager (Division Director), You Will
  • Obtain concurrence and consensus from Tax Collections Strategy and Operations director on the business need and strategic direction for security and technology changes.
  • Provide direction for the day-to-day Electronic Federal Tax Payment System (EFTPS) technology operations and development to include multi-year IT project development efforts and security oversight and planning.
  • Provide direction for HVA modernization and transformation initiatives as they relate to the strategic goals and objective of the bureau and the continually changing rigorous Cybersecurity requirements.
  • Work closely with division directors across the bureau and the financial agent and subcontractors' resources and locations throughout the United States to leverage the Indefinite Sustainability Model to sustain business operations, design, implement and execute successful modernization and transformation initiatives.
  • Oversee the overall planning, directing, and timely execution of technology and security initiatives in coordination with other internal and external executives, directors, program managers, information systems professionals and technical personnel.

  • A one-year probationary period may be required.
  • A one-year supervisory or managerial probationary period may be required.
  • Must successfully complete a background investigation. Periodic reinvestigation is required no later than five years after selection and at least every succeeding five years.
  • Public Trust - Background Investigation will be required.
  • Obtain and use a Government-issued charge card for business-related travel.
  • File a Confidential Financial Disclosure Report within 30 days of appointment and annually from then on.
  • This position requires that the successful candidate undergo personnel vetting, which includes a background investigation and enrollment upon onboarding into "Continuous Vetting." Enrollment in Continuous Vetting will result in automated record checks being conducted throughout one's employment with Treasury. The successful candidate will also be enrolled into FBI's Rap Back service, which will allow Treasury to receive notification from the FBI of criminal matters (e.g., arrests, charges, convictions) involving enrolled individuals in near real-time. The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. For The GS-15, You Must Have One Year Of Specialized Experience At a Level Of Difficulty And Responsibility Equivalent To The GS-14 Grade Level In The Federal Service. Specialized Experience For This Position Includes ALL Of The Following
  • Experience with high value asset (HVA) modernization and transformation initiatives.; AND
  • Experience fostering fiscal and financial agent relationships that support tax collection systems; AND
  • Experience drafting, editing and disseminating a wide range of written documents, such as analysis, recommendations, reports and SOPs.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-15, you must have been at the GS-14 level for 52 weeks.
