The City of Roeland Park, Kansas Public Works Department is accepting applications for a highly motivated and highly skilled individual for the position of Skilled Maintenance Worker/Equipment Operator. This position will assist in all duties as assigned by the Superintendent and/or Director of Public Works. The preferred candidate will possess construction skills and heavy equipment operating experience. Candidates who do not have these skills or experience must possess the ability to learn public works operations that include street maintenance, concrete repair/finishing, traffic maintenance, equipment operation, landscaping maintenance, snow removal operations and heavy equipment operation. The Skilled Maintenance Worker/Equipment Operator must also be able to communicate and coordinate with the Public Works team, the public, utilities, and contractors in a professional and responsible manner. ESSENTIAL FUNCTIONS:

1) Project Related Activities

100% of Time

a) Operates various types of moderately heavy to heavy equipment. Checks equipment prior to operation. Performs general construction tasks to repair city streets, sidewalk, catch basins, landscaping, and related City owned facilities. Responds to emergency situations as required. Participates in snow removal responsibilities as designated by Director of Public Works.

b) Completes the assigned tasks / projects assuring for safety and that City specifications are followed. Assists with cleanup of site, equipment, and public works facility.

c) Operates a flatbed utility truck and a single axle dump truck. Pulls a trailer containing heavy equipment, tools, and materials. Uses hand tools and power hand tools. Performs rough carpentry work, masonry work, and concrete work per City specifications.

d) As needed, calls for utility locates and performs excavation around utilities assuring for safety, thoroughness, and for professionalism.

e) Communicates with Superintendent and other jurisdictions regarding project as needed assuring for professionalism.

f) Assists with special projects as requested assuring for thoroughness, professionalism, and timeliness.

g) Maintains tools and equipment, assuring that they are in good working order. Checks equipment prior to operation and replenishes fluid levels. Replaces hoses and belts, and checks frame for broken parts and cracks. Reports malfunctioning to Superintendent. Operates all machinery in a safe and judicious manner according to the manufacturer’s operation manual. Cleans and performs routine maintenance and minor repairs to assigned equipment as needed.

h) Maintains certifications and operates a variety of machines, including heavy duty equipment such as dump trucks, big wheel loader, skid loaders, and others assigned assuring for safety.

i) Maintains proper functioning of all small engine equipment and medium duty equipment. Diagnoses any defects, procures necessary replacement parts, and repairs defects, assuring for timeliness, effectiveness and safety.

j) Handles snow removal duties and available on-call during snow season. Operates single axle dump truck or flatbed truck with v-box spreader and front plow to clear streets of snow and ice. Mounts front plow. Connect hoses and tie-down straps. Proceeds to assigned route exercising extreme caution. Cleans all equipment and performs maintenance when shift ends.

k) Operates equipment for asphalt or concrete tear-out. Places new asphalt or concrete by hand or with use of equipment. Places necessary signs around work perimeter.

l) Maintains all parks and parks areas including trash pickup on City owned right of ways and property. Maintains irrigations systems and pumps, assuring for proper functioning and repairs, when needed.

m) Attends to all municipal landscaping requirements. This includes tree pruning, turf management, leaf removal, flower planting and weeding, and proper use of herbicides and pesticides.

n) Regulates traffic control devices according to state legal requirements.

o) Provides information and clarification in a professional manner to citizens who make inquiries.

p) The employee must work the days and hours necessary to perform all assigned responsibilities and tasks. Must be available (especially during regular business hours or shifts) to communicate with supervisors, customers, vendors and any other persons or organizations with whom interaction is required to accomplish work and employer goals.

q) Maintains Public Works Facility - Keeping shop clean and well organized.

r) The employee must be punctual and timely in meeting all requirements of performance, including, but not limited to, attendance standards and work deadlines; beginning and ending assignments on time; and scheduled work breaks, where applicable. Employee will rotate through weekly on-call schedule for department for after hour situations.

s) All other duties as assigned by Superintendent or Director of Public Works.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:

· Basic construction experience and vehicle/equipment operation experience.

· Ability to learn construction methods including asphalt street and concrete repair as well as the ability to learn how to proficiently and safely operation related vehicles and equipment.

· Ability to learn how to read and understand blue prints, shop drawings, specifications. General construction skills, analytical skills, and good communication skills preferred.

· Knowledge, understanding, and ability to follow the policies and practices.

· Must be able to work in various weather conditions and physically perform the basic job abilities required in Public Works.

· Ability to deal tactfully with the public and other employees.

MINIMUM QUALIFICATIONS:

· High School Diploma/GED or additional equivalent work experience.

· Possession of a valid Class B commercial driver’s license with air brake endorsements, or ability to obtain within 6 months of hire. Possession of ATSSA or IMSA Construction Traffic Flagger and Work Zone Safety Certification, or ability to obtain within 1-year of hire. Must maintain an insurable driving record and all required certifications

· Must comply with City policy on use of City or privately-owned vehicles for City business.

· The applicant must pass a background check and drug test prior to employment.

ADA REQUIREMENTS

Physical Requirements: Tasks involve frequent walking, standing; some lifting and carrying objects of heavy weight (75-100 lbs.); and the operation of vehicles, office equipment and hand tools in which manipulative skills and hand-eye coordination are important ingredients of safe and/or productive operations.

Environmental Requirements: Tasks may require frequent exposure to adverse environmental conditions, such as inclement weather, heat, and extreme cold.

Sensory Requirements: Tasks require visual perception and discrimination. Task requires oral communications ability.
