South Carolina Department of Mental Health is Hiring a Fiscal Technician II Near Orangeburg, SC

Job ResponsibilitiesWho We Are
Orangeburg Area Mental Health Center is part of the South Carolina Department of Mental Health. Orangeburg Area Mental Health Center/OAMHC provides mental health services to individuals in Orangeburg, Calhoun, Bamberg and Holly Hill
Under general supervision of the Administrative Coordinator II, serves as primary back-up. Assists with planning, coordinating and
processing all billing claims, posting of payments, processing invoices associated with OAMHC fiscal, accounting and data management services, clinical service billing, reimbursement, and contracts. Ensure revenue generating activities relative to medicaid productivity and performs statistical analysis associated with financial activity. Ensure all invoices are process in a timely manner and OAMHC contracts are up to date.
  • Assists AR/AP Tech with all billing aspects. Maximizes center revenue by ensuring outstanding claims are processed efficiently and within
timely filing requirements. Periodically reviews credit balances and prepares a statement of uncollectible (write-off) accounts for board approval on monthly basis. Notifies self-pay and third-party payers of any billing discrepancies and prepares financial statements for payback when required.
  • Ensures the accurate posting of revenue payments and balances with remittance advice and EOB's. Research and resubmit billing errors in a timely manner. Enters self-pay payments and balances to receipts written. Prepares center-wide reports for the balancing of payments with bank deposits. Supervises the preparation of
self-pay billing statements ensuring that all clients due a bill are generated a bill. Assist clients with their billing questions.
  • Create shopping carts, generate PO, process payments, and assist with purchase requisitions and reconciliation.
  • Assist AP/AR Manager with contract monitoring, fixed assets reports, regular & cash audits, and process improvement initiatives.
  • Develop and maintain good working relationships with agency personnel, vendors, and other state officials. Attends all necessary procurement-related meetings
and maintains certification for procurement duties.
  • Ensures adherence to the agency's Corporate Compliance Policies and Plan.
  • Ensures that center is "CARF-ready" in areas relevant to job duties and assists D.A with gathering CARF-related information.
  • Completes all DMH required training and seeks opportunities to advance knowledge/skills related to job duties.
  • Other related duties as needed.
Minimum And Additional RequirementsSTATE: A high school diploma and entry-level experience in accounting or bookkeeping. A bachelor's degree with multiple accounting courses may be substituted for required work experience.
INTERNAL : A high school diploma and one year of clerical accounting or bookkeeping experience or three years clerical accounting or bookkeeping experience.
Preferred QualificationsKnowledge of the principles, policies and practices of clerical duties. Ability to effectively plan and organize work activities and prioritize task completion according to schedules and goals. Ability to communicate effectively. Ability to deal courteously and effectively with the public. Ability to exercise judgement and discretion in interpreting and applying policies and procedures.
Must be comfortable and effective working in a professional office environment. Must understand and address the needs of external and internal customers of the Center. Must have a positive attitude and treat all consumers, staff, supervisors, and surrounding community with dignity and respect at all times. Must possess a current, valid state motor vehicle operator license.
