Job Description

This job classification has been designated as a safety sensitive job classification in accordance with the Oklahoma Medical Marijuana and Patient Protection Act, 63 O.S., § 427.1 et seq., (OSCN 2019), effective August 29, 2019. This means employees in this job classification can be subject to disciplinary action up to and including termination if they test positive for marijuana components or metabolites, even if they possess a medical marijuana license.

JOB SUMMARY:

Performs work to diagnose, repair, and maintain electrical and electronic signal systems, signal hardware, street lighting, flashing beacon assemblies, and pedestrian crossing systems within the City of Norman.

MAJOR RESPONSIBILITIES AND DUTIES:

Essential Functions:

Installs, maintains, and repairs new and existing traffic control signals; replaces signal indications; removes limbs from around signal heads; cuts signal loops; installs, maintains, and repairs new and existing video detection systems, etc.

Installs, maintains, and repairs new and existing flashing beacon assemblies.

Installs, maintains, and repairs new and existing emergency vehicle preemption systems.

Installs, maintains, and repairs lighted crosswalk systems.

On a rotational basis with other traffic signal technicians, provide assistance with utility locates on the City’s fiber optic network, signal cable, and for lighting facilities owned by the City of Norman.

Operates pickup truck, bucket truck, backhoe, front end loader, ditchwitch, dump truck, and various power tools including drills, welder, jackhammer, and concrete saw.

Works in a manner safe to the individual and other people; follows safety rules and safe work practices; uses safety equipment as required.

Purchases parts, tools, and equipment needed for repair and maintenance of traffic control signals, and related equipment.

Examples of Other Major Responsibilities:

Operates computer software programs for traffic signals, flashing beacons, and pedestrian crosswalk systems, and programming time clocks for school beacons.

Conducts minor maintenance on equipment including lubricating and adjusting or tightening parts and checking fluids.

Locates and marks underground utilities associated with traffic signals, street lights, and emergency communications.

Performs other related duties as required.

MINIMUM QUALIFICATIONS REQUIRED:

Education and Experience:

High school diploma or equivalent. One year technical or vocational school training in electronics preferred.

Two years of signal repair experience preferred or any equivalent combination of education and experience which provides the required knowledge, skills, and abilities.

Licenses and Certifications:

Valid Oklahoma Driver's License and satisfactory motor vehicle record.

Valid Commercial Driver's License (CDL) Class B or must obtain within one (1) year from date of employment.

Ability to obtain ATSSA or OTEA Work Zone Traffic Control Supervisor Certification within one (1) year from date of employment.

Knowledge:

Advanced electronics, general electricity, wiring principles, and the operation of traffic control signals.

Practices, methods, materials, and equipment used in electronic equipment installation, maintenance, and repair.

Manual on Uniform Traffic Control Devices.

City geography and street locations.

Skills:

Care and use of power tools and heavy equipment necessary in the installation, maintenance, and repair of electronic signals, and related equipment.

Installation, maintenance, and repair of traffic control signals, and related equipment.

Interpersonal skills necessary to be courteous of fellow employees, citizens, and businesses while performing duties.

Mental and Physical Abilities:

Ability to maintain regular, predictable and punctual attendance.

Analytical ability to diagnose equipment malfunctions and determine necessary repairs.

Ability to concentrate and pay close attention to detail.

Ability to lift and carry moderately heavy (25-50 lb.) materials and equipment frequently. Ability to lift and carry heavy (50-75 lb.) materials and equipment occasionally. Work requires continued walking, stooping, standing, and climbing.

Working Conditions:

Frequent exposure of up to 80% of work time to dirt, dust, extremes of temperature, noise, and noxious fumes and odors.

Exposure for up to 50% of work time to moderate hazards when climbing ladders or working on live electrical equipment.

On call 24 hours a day, 7 days a week for emergencies.
