JOB TITLE:
Finance Manager


Position Summary:
The Finance Manager holds a key role in steering our strategic financial decisions, supporting the provision of our public transit services. The individual in this position is tasked with managing and providing leadership to the finance department of the agency. The ideal candidate is expected to possess strong financial acumen, a team-oriented spirit, and a passion for public service.


ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES

General Management

  • Oversee the financial operations of the organization, including budgeting, reporting, auditing, and compliance.
  • Provide financial forecasts and develop strategies based on financial research and data analysis.
  • Interpret financial results, providing recommendations to the executive team and board of directors on fiscal efficiency and long-term planning.
  • Collaborate with other departments to optimize budget planning and expense management.
  • Ensure compliance with all financial legal requirements at the federal, state, and local levels.
  • Manage and ensure compliance with state and federal programs, including grant management and reporting.
  • Attend Board of Directors, Finance Committee, and other committee meetings, preparing and presenting timely and accurate reports.
  • Uphold a positive public image with effective public relations skills.

Financial Management

  • Develop and maintain an accounting system that meets agency needs and aligns with Generally Accepted Accounting Principles (GAAP).
  • Establish and monitor internal controls to safeguard agency assets.
  • Participate in creating and implementing the agency’s fiscal plan and short- and long-term goals.
  • Prepare revenue, operating expenses, and capital expenditure forecasts.
  • Coordinates budget process across all agency areas.
  • Annually develop budgets to meet the agency’s goals.
  • Monitor federal and state programs for appropriate revenue projections.
  • Oversee all aspects of accounting, ensuring policies and procedures are followed. Prepare timely and accurate monthly financial reports, financial analyses, and other required reports.
  • Develop operational and capital updates for the Transportation Improvement Plan.
  • Oversees the agency’s general insurance needs.
  • Administer and coordinates annual and Federal Transit Administration Triennial audit activities. Manages the audit process and generate required audit reports, ensuring activities align with GAAP and federal rules and regulations.


SUPERVISORY RESPONSIBILITY

This role includes the supervision of the Finance Division.


JOB SKILLS AND ABILITIES

  • Ability to analyze and interpret complex financial data.
  • Display credibility, influential leadership, and exercise strong decision-making skills.
  • Problem identification and solution abilities, especially in complex situations and crises.
  • Excellent organizational and time management skills to manage multiple tasks simultaneously.
  • Familiarity with all pertinent federal, state, and local laws, codes, and regulations.
  • Ability to maintain confidentiality.
  • Exceptional oral and written communication skills, with a proven ability to effectively communicate with staff, outside agencies, and community partners.
  • Knowledge of laws and regulations affecting public transit and understanding of the social and political complexities of public transportation systems.


QUALIFICATIONS

  • Bachelor’s degree in finance, accounting, or a related field; advanced degree or certification (CPA, CMA, MBA) is a plus.
  • At least 5 years of experience in a finance role, with at least 2 years in a leadership position.
  • Proven experience in financial planning, budgeting, and forecasting.
  • Strong understanding of financial regulations and standards (GAAP).
  • Excellent analytical, decision-making, and problem-solving skills.
  • Exceptional communication and presentation abilities.
  • Knowledge of the public transit industry is a plus.


WORKING CONDITIONS

Work is primarily performed in an office environment. The incumbent must be able to perform essential functions of the position, with or without reasonable accommodation(s). This role requires the ability to sit, stand, walk, bend, reach; occasionally move equipment and/or supplies weighing up to 25 pounds; communicate effectively both orally and in writing; operate standard office equipment to perform duties.


SCOPE AND EFFECT

This position exercises a high level of independent decision-making within the confines of policies and procedures. Significant errors in judgment or performance may lead to legal and/or financial liability for the agency.

The incumbent may be tasked with other job-related duties as assigned.
