The Sr. Cost Analyst shall provide technical expertise to ensure that the client has financial management advice for program objective memorandum and budget submissions. This also includes financial support for special missions, technical strategy and vision in support of the Department of Defense (DoD).
RESPONSIBILITIES:• Provide substantive support to the organization’s Planning, Programming, Budgeting, and Execution (PPBE) organizational business processes.
• Provide advice, alternatives, analysis, and technical input with regards to supporting budget formulation
• Support the programs by identifying, producing, and submitting program and budget requirements for various portfolios, including: Civilian Pay; DWCF Operating and Capital Funds; and Appropriated Funds
• Initiate and update the Exhibit 300 A/B, Exhibit 53 A/B/C/D and the (SCIR)
• Update the Government’s resources (FTEs and Operating & Capital dollars) in the DBS during the annual Budget Estimate Submission and President’s Budget for Information Technology
• Validate and update the SNaP IT Investment Profile, Budget Support Data, Work plan, Major Investment Documentation/Artifacts, and the Budget Data Request
• Assist with the POM data collection and development of the complete MFR package, to include mission requirement descriptions and impact analyses, funding baseline and zero-sum transactions, unfunded requirements, and MFR scorings
• Draft Program Objective Memorandum issues on behalf of Government Leadership for review/approval
• Provide assistance with constructing prices for services that can be fully supported and defended through the budget cycle. Define and document how prices are built on rates that fully recover/account for all costs
• Review documents and analyze the value of stabilized rates and the relationship between the customer budgets, readiness, actual cost and cost recovery
• Analyze financial data related to operations, business performance, opportunities, and investments.
• Perform duties such as drafting and refining Issue Papers, building spend plans, working with the technical staff to define budget needs, developing and implementing organizational processes, and coordinating the actions with other staff members
• Draft correspondence on behalf of the Government Leadership for review/approval
• Ensure documents are prepared in the appropriate format and are free from grammatical errors
EDUCATION & EXPERIENCE:Advanced degree in a discipline relevant to the position; or in lieu of Bachelor’s degree additional eight (8) years of professional experience.
