JOB TITLE: DIRECTOR OF HEAD START
Salary: $70,000.00 - $75,000.00 per year.
Schedule: 8-hour shift, Monday to Friday.
RELATIONSHIPS: Responsible to the President/CEO & Executive VP.
SUMMARY: Provides leadership and direction to Head Start and Early Head Start.
PRIMARY FUNCTIONS:
Responsible for ensuring the Head Start Performance Standards and Illinois State Day Care regulations are fully implemented. Must demonstrate a connection between systems and services through effective ongoing collaboration with other team members.
PRINCIPLE DUTIES AND RESPONSIBILITIES:
  • As a member of the senior management team, you will meet regularly with CEO and other senior staff to provide coordination and direction to overall agency activity.
  • Responsible for all programs assigned to the Children’s Services Division. Provides daily operational support.
  • Ensures all applicable regulations and laws are followed.
  • Responsible for developing a Program Service Plan in accordance with Head Start Performance Standards that outlines in detail the level of service provided by program. At a minimum, the Plan must include the following areas; prevention and early intervention, individualization, disabilities services, curriculum and assessment. Family and Community Partnerships including; family partnership building, parent involvement, and community partnerships; Program Design including; eligibility recruitment, selection, enrollment and attendance, facilities, materials, equipment, and transportation.
  • Develops and implements effective management systems that include program governance, strategic program planning including community assessment, communication, record keeping and reporting, ongoing monitoring, self-assessment, human resources, and fiscal management that comply with the Head Start Performance Standards and other applicable laws and regulations.
  • Secures necessary funding to continue current level of service and to keep program responsive to community as indicated by community assessment information and program strategic plan.
  • Responsible for maintain an effective working relationship with Program Policy council and ensures they are prepared to carry out their function as defined in the Head Start Performance Standards.
  • Ensures program develops a staff and parent training plan that effectively uses training and technical assistance funds and keeps staff well-trained in their areas of expertise.
  • Develops relationships with key partners and plays an active role on local, state, regional, and national levels. Represents agency in area of children’s services in these arenas.
  • Participate in the monitoring system designed for Head Start.
  • Report all findings during technical assistance monitoring visits and ensure follow up.
  • Must demonstrate a belief in the mission of the organization and Children’s Services vision in all verbal and written communications.
  • Meet all timelines and reporting requirements.
  • Receive and maintain Children’s Services Certification annually.
  • Ensures that the usage of agency technology, equipment, and time are utilized for agency business.
  • Participates in the development of long-range fiscal planning and in the preparation of the program operating budget, monthly reconciliation meetings with the CFO, and review and approval of monthly invoices.
  • Perform other duties as may be assigned.
QUALIFICATIONS:
  • Bachelor’s Degree in Social Services, Public Administration, Group Work, Education, or related field with a minimum of five years of progressive management experience in a multi-dimensional program.
  • Experience in Head Start and Child Care required with a minimum of 31 credit hours in Early Childhood Education. A combination of professional work and education equivalent to the above will be considered.
  • *Prior experience in grant writing, fiscal management, and supervision required.
Other:
  • Position requires a current physical and TB skin test or chest x-ray.
  • Must pass DCFS criminal background check.
Travel:
  • Throughout the program area, must have access to reliable automobile and proof of automobile liability insurance. Out-of-state travel may be required to attend Head Start or related trainings and or seminars.
