POSITION SUMMARY

Under the direction of the Fire Chief performs as the Deputy Fire Chief consistent with the policies and practices established by the Department of Defense, the United States Air Force, the National Fire Protection Association (NFPA), NAS3306, Lockheed Martin and Centerra.

As Deputy Fire Chief, participates in all aspects of the administration and planning of a comprehensive fire prevention, firefighting, and rescue program at the Lockheed Martin Plant 6.

RESPONSIBILITIES

  • Responsible for overall direction of the activities of the training, technical services, and operations programs.
  • Reviews plans, schedules, and other management activities of subordinate assistant chiefs, ensuring that all programs are fully functional and operating at maximum efficiency and effectiveness.
  • As necessary, reassigns employees to balance staffing of subordinate programs and otherwise ensures that all programs are assigned appropriately to accomplish the mission.
  • Responsible for reviewing and following operating instructions, policies, strategy, tactics, and procedures for fire suppression and prevention to ensure compliance with Statement of Work, current and new national consensus standards, National Fire Codes, uniform building codes, Code of Federal Regulations, Occupational Safety and Health Administration policies and procedures, and environmental laws and regulations as they apply to fire protection.
  • Reviews new regulations or procedures and disseminates information to subordinates, assuring that such procedures are implemented; assures that station logs and other records pertinent to reports, activities, drills, inspections, responses, fires, etc., are maintained properly and submitted within prescribed time limits utilizing the Fire & Emergency Services Information Management System (FES-IMS) or Emergency Reporting when required.
  • Recommends changes to established standards of performance, operations, workforce, and equipment required to meet the variables associated with the assessments of the various functions of the Centerra Fire Department.
  • Evaluates the effectiveness and efficiency of the Centerra Fire Protection program and recommends changes to the Fire Chief.
  • Prepares, executes, and schedules assignments of assistant chiefs, and through them assigned personnel to stations, duties, and equipment.
  • Conducts no-notice and pre-briefed fire drills.
  • Maintains current knowledge of the Plant 6 installation, its structures, and all systems related to fire protection.
  • Performs Centerra administrative duties pertaining to payroll and HR functions as well as internal regional requirements of OT, Contract Performance Reports, and staffing reports.
  • Serves as the on-scene commander of a fire/crash scene until relieved by the Fire Chief.
  • When operating in the role of incident commander determines the best course of action to minimize loss or damage from fires or explosions.
  • Directs the placement of firefighting equipment and personnel to ensure maximum utilization in fire control or aircraft crash/rescue operations.
  • Assesses the fire scene/emergency to facilitate fire/rescue operations and to brief the Fire Chief upon arrival.
  • Supervises safe and proper rescue operations of endangered persons.
  • Ensures rescue operations are performed in accordance with established policies and procedures and minimize the risk of additional danger to firefighting personnel and endangered persons.
  • Determines adequacy of measures taken to minimize the loss or damage resulting from fire or explosions.
  • Responds to hazardous material incidents, and initiates actions to establish control of the affected area with minimal risk to response personnel and the environment.
  • Ensures that personnel are properly protected to manage hazardous material.
  • Assists the Fire Chief by representing the Centerra Fire Department at a variety of functional area organizations and by participating in special projects and initiatives at Lockheed Martin Plant 6.
  • Establishes, develops, and maintains effective working relationships with personnel, workforce, other staff officials.
  • Provides technical advisory services to management on all matters pertaining to fire protection and prevention.
  • Identifies needs, recommends acquisition of, and budgets for additional and/or different fire protection, firefighting and specialized rescue equipment, contract services, formal training, etc.
  • Participates with the Fire Chief in the exercise of supervisory personnel management responsibilities.
  • Directs, coordinates, and oversees work through subordinate assistant chiefs. Advises staff regarding policies, procedures, and directives of higher-level management.
  • Approves or selects candidates for subordinate non-supervisory positions and recommends selections for subordinate supervisory positions taking into consideration skills and qualifications, mission requirements.
  • Ensures reasonable equity among elements of performance standards developed, modified, and/or interpreted, and rating techniques developed by subordinate supervisors.
  • Explains performance expectations to subordinate supervisors and employees. Directly supervises and provides regular feedback on strengths and weaknesses.
  • Recommends awards for subordinate supervisory personnel and changes in position structures and classification to higher level managers.
  • Hears and attempts to resolves group and employee complaints referred by subordinate supervisors and employees.
  • Initiates course of action to correct performance / problems of employees directly supervised and reviews and/or recommends serious disciplinary actions (e.g., suspensions, removals) involving non-supervisory subordinates.
  • Ensures documentation prepared to support actions is proper and complete. Reviews developmental needs of subordinate supervisors and ensures adequate coverage in organization through peak workloads and traditional holiday and vacation time.
  • Demonstrates sensitivity to ideas of subordinates.
  • Ensures actions taken directly, as well as those by subordinate supervisors, promote an environment in which employees are empowered to participate in and contribute to effective mission accomplishment.
  • Explains classification determinations to subordinate employees.
  • Applies companies' policies / principles and requirements to all personnel management actions and decisions, and ensures all personnel are treated in a manner free of discrimination.

QUALIFICATIONS

  • DOD and/or IFSAC Firefighter II
  • DOD and/or IFSAC Airport Firefighter
  • DOD and/or IFSAC Fire Instructor II
  • DOD and/or IFSAC Fire Inspector II
  • DOD and/or IFSAC Fire Officer III
  • DOD and/or IFSAC Health and Safety Officer
  • DOD and/or IFSAC Incident Safety Officer
  • NIMS 100, 200, 300, 400, 700 and 800
  • State of Georgia /NREMT EMT
  • Hazmat Tech
  • Bachelor's degree in a related field or equivalent education/experience is desirable.
  • Six (6) years' experience in fire operations
  • Possess a valid Georgia State driver's license
  • Possess good oral and written communication skills
  • Employee must successfully complete annual physical and pass random drug test

WORKING CONDITIONS

Work is performed primarily in an office, vehicle, outdoor settings, in all weather conditions, including temperature extremes, during day and night shifts. Work is performed in emergency and stressful situations. Individual is exposed to hearing alarms and hazards associated with fighting fires and rendering emergency medical assistance, including smoke, noxious odors, fumes, chemicals, liquid chemicals, solvents, and oils. The employee occasionally works near moving mechanical parts and in high, precarious places and is occasionally exposed to wet and/or humid conditions, fumes, or airborne particles, toxic or caustic chemicals, risk of electrical shock and vibration. The noise level in the work environment is usually quiet in office settings and loud at an emergency scene.
