Monday – Friday, 8:00am – 5:00pm with some evenings

Definition:

Perform professional accounting work including recording and reporting of financial activities related to account reconciliations, general ledger maintenance, and loans management. Prepare advanced level financial reports and statements, grant fiscal reports, fund and project accounting, and internal cash management reports.

Principal Duties:

  • Review, track and reconcile grants for the Housing & Community Investment (HCI) Division.
  • Review, track and reconcile funds for the Attainable and Affordable Housing Funds.
  • Assist in the preparation of the annual Schedule of Expenditure of Federal Awards.
  • Review, track, report, and request draws for Federal, State, and local funding programs, including disaster and recovery funds, as applicable.
  • Monitor, review, and balance loans receivable subsidiary system.
  • Prepare year-end records of loans receivable. Monitor collection process and propose write-off decisions on loans receivable.
  • Receive and enter cash/deposits into subsidiary loan system and take to treasury for deposit.
  • Reconcile all cash received against programs and revenue accounts.
  • Reconcile loans in subsidiary system, and make sure all new loans are set up for all funding sources, and provide and process journal entries as needed.
  • Assist HCI program specialists with preparing the annual CAPER report in IDIS.
  • Prepare and submit monthly, quarterly, and annual reports for the Community Development Block Grant (CDBG) and/or the HOME Investment Partnership Program, and other federal, state, and local funding programs as applicable.
  • Analyze, download, and prepare expenditure data for the monthly draws to HUD and prepare monthly drawdowns for reimbursements within IDIS system.
  • Process file audit reviews for accurate and complete documentation for monitoring.
  • Prepare budgets, identify items for additional appropriations, review financials monthly, analyze fund balances for availability, and reconcile expenditures and revenues to correct accounts for various funds.
  • Reconcile complex subsidiary systems to the general ledger.
  • Collect timesheets for various grants, home and loan programs and reconcile amounts in the general ledger.
  • Prepare various monthly and yearly journal entries.
  • Prepare records for audit and assist external auditors.
  • Assist in the maintenance of the City's computerized general ledger system.
  • Assist in the maintenance and setup of the Housing Divisions Neighborly subsidiary system.
  • Participate in the preparation and analysis of various financial statements, schedules and reports.
  • Enter purchase orders and contracts towards various grant and housing funds.
  • Receive invoices against POs.

Working Environment:

Work is primarily performed in a standard office environment and requires sitting up to 7 hours daily. Work requires vision sufficient to review records and enter data, and visual and physical capabilities to work on computers and associated equipment for prolonged periods of time. Work requires the ability to communicate effectively with co-workers. Must be able to analyze data, develop logical conclusions and prepare comprehensive, clear accounting reports.

Qualifications:

Any combination of education and experience equivalent to a Bachelor's Degree from an accredited college or university with major coursework in accounting and one or more years of increasingly responsible experience in government accounting or auditing work.
