Description
The Kentucky Department of Corrections (DOC), Division of Adult Institutions operates 13 correctional facilities that house Kentucky's adult inmate population. The mission of DOC is to protect the citizens of the Commonwealth and to provide a safe, secure and humane environment for staff and offenders in carrying out the mandates of the legislative and judicial processes; and, to provide opportunities for offenders to acquire skills which facilitate non-criminal behavior.
If you are looking for a career within the Department of Corrections that provides opportunity for career development, then the Eastern Kentucky Correctional Complex (EKCC) may have an opportunity for you! We are hiring a Purchasing Agent I.
This position serves as the procurement representative for the institution with the following job duties and responsibilities:
  • Develops and issues Request for Quotes (RFQ) to vendors.
  • Researches and creates requisition (RQS) for goods and non-professional services when the expenditure amount exceeds the agency's small purchase authority.
  • Coordinates with various departments for input to the contract requests.
  • Creates Delivery Orders (DO) and Purchase Orders (PO) for purchases.
  • Completes the Purchase Order, receives approvals and forwards the approved Purchase Order to the Vendor for processing.
  • Reviews requests for local purchases by phone or in writing; authorizes such purchases in accordance with the model procurement code; and maintains records of such authorization.
  • Responsible for locating and purchasing cost-efficient goods and services meeting specifications and for monitoring the efficient use thereof.
  • Has regular contact with persons requesting purchases to explain procedures or to obtain information with potential vendors to obtain prices and lists of goods available.
  • Expedites orders with the state purchasing authority.
  • Gathers, prepares, and maintains purchase and payment documents.
Minimum Requirements
EDUCATION: Graduate of a college or university with a bachelor's degree.
EXPERIENCE, TRAINING, OR SKILLS: Four years of purchasing experience.
Substitute EDUCATION for EXPERIENCE: NONE
Substitute EXPERIENCE for EDUCATION: Additional experience in purchasing, administrative, accounting, procurement or a related field will substitute for the required college on a year-for-year basis. Certification as a Certified Professional Public Buyer (CPPB) from the Universal Public Certification Council will substitute for one year of the required education. Certification as a NIGP Certified Procurement Professional (NIGP-CPP), or Certification as a Certified Public Procurement Officer (CPPO) from the Universal Public Certification Council, or Certification as a Certified Grants Management Specialist (CGMS) from the National Grants Management Association will substitute for two years of the required education.

Probationary Period
This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
