Housing Rehabilitation Specialist

SEDA-Council of Governments, a public development organization serving 11 Central Pennsylvania counties, is seeking a full or part time Housing Rehabilitation Specialist for our Housing Rehabilitation Program. Our Housing Rehabilitation Program offers services that benefit working families, elderly citizens, and the region by rehabilitating homes. The program helps to administer grant funds, help homeowners retain a contractor, and assist in the management of the construction project.

Primary responsibilities of the candidates include (but not limited to):

• Provide comprehensive inspection and housing rehabilitation management services to designated municipalities.
• Prepare specifications as allowable under the grant program funding the activity.
• Coordinate rehabilitation services with municipalities, homeowners, and contractors resulting in quality projects.
• Complete housing rehabilitation work in accordance to grant and local programmatic requirements.
• Perform risk assessments.
• Obtain and read results from lead and radon testing.
• Manage contractor bid openings and the awarding of a contract.
• Accurately analyze client’s needs; render appropriate technical assistance to meet those needs.
• Guide homeowners through every step of the process from inspections through construction and project completion.

Required qualifications/skills:

• Trade school or Bachelor’s degree.
• Four years of relevant experience.
• Comprehension of Property maintenance services.
• Capacity to manage projects including understanding of construction process.
• Excellent communication and collaboration skills.
• Experience operating Microsoft Office programs.
• Construction trades and Uniform Construction Code knowledge.
• Problem-solving and negotiating skills.
• Effective written and oral communication skills.
• Excellent customer service skills.

Preferred qualifications/skills:

• Knowledge of HOME Investment Partnerships Program grant funds.
• Hold or be willing to obtain Residential Code Building Inspector certification.
• Hold or be willing to obtain radon and lead training certifications.
