Clear Creek ISD is Hiring a Construction Project Manager Near League, TX

Provide a safe and effective environment for District students and staff through the successful execution of construction projects in accordance with District standards. Actively engage in actions that contribute to the overall mission and strategic plan of Clear Creek ISD.
Qualifications
Education/Certification/Licensure
Professional degree from an accredited college or university is required
Bachelor's degree in construction science or management preferred or degree in any other field plus a minimum of 5 years experience in educational facility construction
Special Knowledge/Skills
Effective communication and interpersonal skills
Ability to maintain a good working relationship with architects, engineers, contractors, and district staff
Proficient computer software skills, including but not limited to Microsoft Word, Excel, and PowerPoint
Experience
Minimum of 5 years successful experience in construction management
Experience in construction of educational facilities preferred
Major Responsibilities and Duties
  • Monitor the schematic design and design development phases of projects to ensure that the district's educational program requirements are being met, including attending all meetings and documenting discussions and resolutions; record changes made to program requirements because of budget requirements; communicate this information effectively to the Director of Facility Services or other district staff as directed.
  • Attend school board meetings and staff presentations as requested by the Director of Facility Services.
  • Coordinate with design firms, users, and other agency representatives.
  • Evaluate compliance with district-approved requirements relating to approved scopes, budgets, and schedules at each milestone of the design process; recommend any adjustments necessary to maintain budget and schedule.
  • Confirm at each milestone that the construction materials specified meet the district's required standards; notify the Director of Facility Services of any deviations from these requirements.
  • Monitor and direct information supplied by the district to the project architects pertaining to site surveys and conditions, as-built drawings, utility information, etc.
  • Contact all utility providers and notify them of the projects utility requirements (Reliant Energy, MUD Districts). Advise the Director of Facility Services of any necessary district action.
  • Monitor design schedules, design budgets, progress and products specified for each project. Anticipate schedule problems and conflicts.
  • Monitor submittal to and approval by all plan check and regulatory agencies to maintain the project timeline.
  • Review construction cost estimates for the assigned projects developed by the architects, on as needed basis.
  • Conform to policies, procedures, reporting formats, and systems required by the
  • Attend bid openings for each project or each section of the work.
  • Assist in the selection of general contractors, vendors, and suppliers for each project.
  • Review the contract documents for proposals prior to issue to confirm that the district's Supplementary General Conditions are incorporated for each project.
  • In collaboration with the architects, propose bidding strategy, prepare bidder list, and generate bidder interest; assist in conducting the pre-bid conference.
  • Assist in bid openings as well as evaluation of bids and recommend award of contract; assist architect in contract preparation.
  • Immediately after the award of contract, begin assembling the necessary bonds and insurance submittals from the contractor(s); review the bonds and insurance for minimum requirements and forward them to the Director of Facility Services for approval.
  • Attend pre-construction conferences conducted by the project architect and the contractor.
  • Attend separate trade pre-construction conferences conducted by the contractor as required in the specifications.
  • Monitor critical path schedule as submitted by the contractor; notify Director of Facility Services of any impacts to the schedule that could delay the completion date.
  • If construction is taking place on an existing campus, coordinate planned activities with school administration and maintenance staff.
  • Assist in the color and finish selection process; monitor the progress of the selection process to ensure that the construction schedule is not delayed.
  • Complete Daily Report Form or other reporting instrument as developed during the procedure stage of the program.
  • Monitor the Request for Information process to ensure prompt response by all parties.
  • Monitor the Submittal process to ensure prompt submission and review.
  • Track the Proposal Request process to ensure the change requested is necessary and that the cost change is acceptable.
  • Review pricing on all proposed changes and work with project architect and contractor to resolve differences; recommend approval when price and scope of work are acceptable.
  • Review change orders for accuracy and recommend acceptance to the district.
  • Review payment requests for accuracy and forward to the Director of Facility Services when approved for payment.
  • Verify that the contractor is keeping the as-built drawings current each month prior to pay request approval.
  • Verify that specified testing and start-up requirements of equipment and materials are being met.
  • Walk punch list with architect and contractor; monitor completion of items.
  • Assist in coordinating furnishings, fixed equipment, and other separately held contracts for each project.
  • Schedule and coordinate start-up activities with district personnel, including personnel training for each project.
  • Review Project Close-out Documents to make sure they are complete and meet the contract requirements.
  • Verify that all warranties have been received and are properly executed by the district.
  • Prepare final report for each project, including project history, all related costs, a list of contractors that performed the work, and any other pertinent information.
  • Assist in performing the post occupancy evaluations of completed new construction and renovation projects.
