LOCATION: Largo, MD (Hybrid in the office), at minimum two days onsite
SUPERVISORY RESPONSIBILITY
Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.
POSITION DESCRIPTION The IT Business Analyst for provides ongoing support for County Government client.
PERIOD OF PERFORMANCE July 1, 2024 June 30, 2026, with option to extend
ESSENTIAL FUNCTIONS, DUTIES, AND RESPONSIBILITIES
- Identifying and addressing operational, financial, and technological risks within the existing programs and the infrastructure around them.
- Building and maintaining relationships with key stakeholders.
- Identifying and capitalizing on improvement opportunities.
- Creating roadmaps on how to migrate from ending contract to either in-house or other vendor solutions.
- Communicating ideas and viewpoints to senior management.
- Acting as a liaison between the program and IT groups.
- Test business processes and recommend improvements.
- Identify process automation opportunities and interpretation of data collected.
- Write clear and well-structured business requirements and documentation.
- Create performance reports, dashboards, and visualizations to help stakeholders understand program performance.
- Bachelor of Science degree in IT or any IT related field.
- More than 15 years' experience as a Business Analyst and Project Manager.
- More than 15 years in Business Process Engineering.
- More than 10 years with Microsoft Power App (Power BI, Power Pages, CoPilot, Power Flows, DAX and Microsoft Dataverse.
- Public Grant Technology Management.
- Experience working on Local or State Government projects.
- Great analytical, critical thinking and excellent problem-solving abilities.
- The ability to handle multiple projects in a fast-paced environment.
- Effective communication and leadership skills.

- The worksite location will be performed predominantly at the Government offices during core business hours of 8:00 a.m. 6:00 p.m., Monday through Friday on a regular 40 hour per week schedule unless otherwise required by the Manager.
- Must have the use of sensory skills to effectively communicate and interact with other employees and the public using the telephone and personal contact as normally defined by the ability to see, read, talk, hear, handle or feel objects and controls. Physical capability to effectively use and operate various items of office related equipment, such as, but not limited to a, personal computer, calculator, copier, and fax machine. No significant climbing, stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, grasping, and repetitive motions.
- Must be legally authorized to work in the United States of America. Sponsorship will not be a part of this contract.
- Must successfully complete a Blue Sky and customer background screening.
