South Central Transit Authority is seeking an experienced Safety and Training Manager for its Lancaster location, Red Rose Transit Authority (RRTA).
Position requires a high school graduate with postgraduate training in transportation operations and/or safety with three to five years of progressively responsible experience in transportation or related fields, union shop exp. helpful but not required, positive attitude and a strong work ethic required. Must possess and maintain or have the ability to obtain within 90 days of hire, a valid Pennsylvania Commercial Driver's License (CDL) with air brake restriction lifted and passenger endorsement.
General responsibility is the training of operators for Lancaster County; manage the accident/incident claims processing; monitoring operator performance: and assist in meeting the stated goals of the department.
1. Responsible for initial instruction of all RRTA vehicle operators and monitoring the on-going training program. This includes all re-training and annual training requirements in accordance with state or federal laws in conjunction with SCTA policy.
2. Responsible for assisting in the supervision of all RRTA vehicle operators on a daily basis. This includes on-street supervision of all operators, supervising their schedules, driving skills, the maintaining of scheduled routes, and required reports.
3. Responsible for the management of the claim process. This includes the submission and processing of claims under the Worker’s Compensation and Property and Liability plans for the Authority, including coordinating with the Authority insurance provider in the filing of claims.
4. Responsible for working with the drug and alcohol program compliance and administration for RRTA.
5. Assist in the audit of any 3rd party contractor as required by state or federal laws in accordance with SCTA policy.
6. Responsible for managing the monitoring and maintaining of up to date records for all RRTA operators regarding the safety program.
7. Responsible for assisting the Chief Safety Officer and Director of Operations with the review and administration in security and safety of Authority vehicles, buildings and grounds.
8. Responsible for managing the uniform program for all operators. This includes tracking all employee assigned allotments and pending orders with vendors.
9. Responsible for maintaining the database on required Employee Physicals and License Expirations. Also responsible for processing annual review of driving records for all RRTA employees.
10. Responsible for managing the operator performance reports to department heads in a timely manner as needed.
11. This position requires the coordination with department heads as necessary to complete tasks.
12. Responsible for overseeing the training of new RRTA employees in getting their Commercial Driving Licenses and required endorsements.
13. As needed, this position will provide back up to the Lancaster dispatchers.
Must be able to complete and maintain the Master Trainer Program certification through the Pennsylvania Public Transportation Association.
Must complete ELDT certification.
Must be able to attending virtual and in-person trainings as needed.

Must have the ability to work evenings and weekends as required/necessary.
Ability to deal courteously and effectively with the public.
Well organized, self-directed and good in a team environment.
